Background of Item: The City's Fire Department is attempting to acquire additional space for administrative offices, a cancer prevention program and health screening services. The new office space would provide much -needed relief for the current administrative offices in Fire Headquarters which are currently filled beyond capacity. Some offices are occupied by three or more people which makes it difficult to deal with confidential emergency health and safety matters that are a normal part of Fire Department business. The volume of calls for fire and emergency services has increased by over 20 percent from 86,319 in 2005 to 104,092 in 2017, more than 80 percent of which is attributed to emergency medical services (EMS). The City's Department of Real Estate and Asset Management reviewed the current inventory of office space on the market and found a suitable location that meets the needs of the Fire Department at a rate of $22.00 per square foot. 3401 Fustan LLC ("Lessor") is the owner of the property located at 3401 NW 7 Street, Miami, Florida which contains 7,200 SF of vacant office space. The Health and Emergency Medical Services Division has taken on an expanded role. This role consists of a Quality Management Section, ePCR/Data Coordination, an expanded EMS Billing/Auditor Section(Revenue Generating), EMS Instructional Unit, Public Access Defibrillator Program, expanded EMS Battalion Captain assignments and most recently city wide infection control. In addition to critically needed administrative offices, the added space would allow for enhancement of the Fire Department's Comprehensive Cancer Prevention Program, funded by prior resolution, designed to stop the ever-increasing cancer rate among the City's firefighters and provide early indication of potential issues. Several firefighters under the age of 40 have died of cancer within the last few years and others have been treated for cancer at a young age and are currently in remission. Compared to the general population, and consistent with firefighters nationwide, City of Miami firefighters have significantly higher risks of cancer - particularly testicular, esophageal, prostate, brain, colon, mesothelioma, non -Hodgkin's lymphoma, malignant melanoma and leukemia. The program enhancement would allow the City to offer continual cancer screening, and recognize early signs of cancer among firefighters, which is the best mechanism for prevention. On a national level, a bill that creates the Firefighter Cancer Registry Act of 2018 is making its way through Congress. It requires the Centers for Disease Control and Prevention to develop and maintain a voluntary registry of firefighters to collect information that can be linked to existing data in state cancer registries and used to improve the monitoring of cancer among firefighters. The Fire Department's cancer prevention program, funded by previous resolution, continues to evolve and enables the City to provide consistent data for the national registry and become a catalyst in the fight against cancer for firefighters nationwide. Currently, firefighter physicals, laboratory tests and x-rays are performed in an environment that is less than suitable for a medical examination, such as a fire station dining room. The offices would provide a sanitary environment in which to conduct screenings and physicals with the long-term goal of making these services available citywide, thereby ultimately reducing healthcare costs to the City. WHEREAS, the City of Miami's ("City") Department of Fire -Rescue ("Fire") is in need of additional space to be used for administrative offices, a cancer prevention program, and health screening services; and WHEREAS, Fire has requested assistance from the City's Department of Real Estate and Asset Management ("DREAM") to find a suitable location for its needs; and WHEREAS, DREAM reviewed the current inventory of office space on the market and found a suitable location that meets Fire's needs at a rate of Twenty -Two Dollars ($22.00) per square foot; and WHEREAS, 3401 Fustan LLC, a Florida limited liability corporation ("Lessor"), is the owner of real property located at 3401 Northwest 7 Street, Miami, Florida, 33125, which consists of 7,200 square feet of vacant office space; and WHEREAS, the City and the Lessor wish to enter into a Lease Agreement ("Agreement"), in a form acceptable to the City Attorney, for a period of five (5) years with two (2) five (5) year options to renew, subject to rent increases to be outlined in said Agreement; and WHEREAS, funding for the Agreement will be provided from the Comprehensive Cancer Prevention Program, Project No. 40-B70184, for the first year with future funding to be allocated from sources to be determined and subject to budgetary approval at the time of need; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby authorized' to negotiate and execute an Agreement, in a form acceptable to the City Attorney, between the City and the Lessor for the use of approximately 7,200 square feet of office space located at 3401 Northwest 7 Street, Miami, Florida 33125 by Fire for the operation of administrative offices with a monthly rental fee of $13,200.00 ($22.00 per square foot) for a period of five (5) years with two (2) five (5) year options to renew. Section 3. Funds for year one (1) are allocated from the Comprehensive Cancer Prevention Program, Project No. 40-B70184, with future funding to be allocated from sources to be determined for the following years and subject to budgetary approval at time of need.
