A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 18
COMPREHENSIVE OPIOID ABUSE SITE -BASED PROGRAM" CONSISTING
OF A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF
JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE
ASSISTANCE IN THE AMOUNT OF $883,586.00 WITH MATCHING FUNDS
FROM THE CITY OF MIAMI ("CITY") IN THE AMOUNT OF $122,569.00 TO
PROVIDE FUNDING IN AN EFFORT TO ADDRESS THE OPIOID EPIDEMIC IN
THE CITY; AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER
AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE
TO EXECUTE ANY OTHER NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant from the United
States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance in
an amount of $883,586.00 to provide funding in an effort to address the opioid epidemic in
the City with the coordination of the Behavioral Science Research Institute serving as the
project's research partner; and
WHEREAS, this Justice Assistance Grant Program will provide funding towards the
implementation of a diversion program that will support the Miami Police Department's
("MPD") goal of reducing opioid abuse and overdose fatalities as well as to mitigate the
impacts on crime victims; and
WHEREAS, the program also supports the implementation, enhancement, and
proactive use of prescription drug monitoring programs to support clinical decision making
and prevent the abuse and diversion of controlled substances; and
WHEREAS, the City will implement this program with Jackson Behavioral Health
Hospital, the South Florida Behavioral Health Network, the University of Miami Health
System, the Miami -Dade State Attorney's Office, and the Behavioral Science Research
Institute through cooperative agreements; and
WHEREAS, the MPD will serve as the implementing agency for the multi-
disciplinary team establishing pre -arrest diversion services for people with behavioral and
substance abuse challenges, who have come in contact with law enforcement through the
proposed initiative; and
WHEREAS, this award requires a local match of $122,569.00; and

WHEREAS, said grant is awarded for the period covering October 1, 2018 through
September 30, 2021;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources
appropriated as described below:
FUND TITLE: FY 18 Comprehensive Opioid Abuse Site -Based Program
RESOURCES: Department of Justice/Office of Justice Programs,
Bureau of Justice Assistance $883,586.00
MATCHING FUNDS:
City Match 122,569.00
APPROPRIATION: Support Diversion Program for Opioid Abuse $1,006,155.00
Section 3. The City Manager is authorized to execute the grant agreement, in
substantially the attached form.
Section 4. The City Manager is further authorized' to designate the Chief of Police
to execute any other necessary documents, in a form acceptable to the City Attorney, in
order to implement the acceptance and administration of said grant award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
