This award requires matching funds of $95,097 per year, for a total amount of $285,291, from the City. For the first year, the amount of $95,097 will be allocated from the FY 18-19 Miami Police Department's Operating Budget. Background of Item: The purpose of this project is to support cross -system collaboration to improve responses and outcomes for individuals with mental illnesses or co-occurring mental illness and substance abuse who come into contact with the justice system. The City and Jackson Behavioral Health Hospital of Jackson Health System will partner to implement the Diversion Program. The Diversion Program will be the first of its kind in Miami and Miami Dade County to legally bind participants to direct substance abuse and mental health treatment services without having to enter the criminal justice system. The City will enter into a sub -recipient agreement with Jackson Behavioral Health Hospital of Jackson Health System to provide the mental and health treatment for this program and will serve as the fiscal agency. This Justice Assistance Grant Program promotes officer and public safety through the coordination of system resources for people who are accessing multiple services including hospital emergency departments, jails, and mental health crisis services. Projects funded through Justice and Mental Health Collaboration Program must address opioid abuse reduction. The City will use funds to increase public safety and reduce recidivism among high risk people with mental illness and co-occurring mental illness and substance abuse in the City, with the coordination of behavioral health treatment agencies. The City's planning and implementation must be approved by the Bureau of Justice Assistance to include one or more law enforcement, prosecution, court -based, corrections, parole and/or probation initiative. This award requires matching funds of $95,097 per year, for a total amount of $285,291, from the City to cover the cost of a 2-hour training of 1,200 sworn officers and a Program Director. This grant is awarded for the period covering January 1, 2019, through December 31, 2021. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriate as described below: FUND TITLE: FY 18 Justice and Mental Health Collaboration Program RESOURCES: Department of Justice/Office of Justice Programs, Bureau of Justice Assistance $750,000.00 MATCHING FUNDS: City Match $285,291.00 APPROPRIATION: Planning and Implementation of Mental Health Program $1,035,291.00 Section 3. The City Manager is authorized' to execute the grant agreement, in substantially the attached form. Section 4. The City Manager is further authorized' to designate the Chief of Police to execute any other necessary documents, in a form acceptable to the City Attorney, in order to implement the acceptance and administration of said grant award. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. APPROVED AS TO FORM AND CORRECTNESS:
