The County seeks to restore the iconic historic front building to its 1927.glory, to return great theater to the historic home of theater in Coconut Grove in a new 300-seat theater that honors the past, and to create a hub for the community with its pedestrian -friendly spaces. A parking garage with office space lining the building's street frontage is proposed for the north side of the site where surface parking currently exists. The garage will serve the needs of the theater as well as nearby merchants and the Grove community and it will include food and beverage, retail, and office space facing both Main Highway and the residential neighborhood to the west, providing the parking garage with people -friendly facades. A wide promenade adjacent to the parking garage structure will help create a campus -style ambiance and will provide community connectivity through the site. The historic front building will be used as originally designed for office and retail purposes. As proposed, the project is consistent with the goals, objectives, and policies of the City of Miami's comprehensive neighborhood plan Policy LU-1.3.15 which "encourage a development pattern that enhances existing neighborhoods by developing a balanced mix of uses including areas for employment, shopping, housing, and recreation in close proximity to each other." Moreover, the Property is designated MIAMI•QADE COUNTY Cultural Affairs 111 NW lst Street • Suite 625 Miami, FL 33128-1994 T 305-375-4634 F 305-375-3068 miamidadearts.org miamidado.gov as "Major Institutional, Public Facilities, Transportation and Utilities," which allows facilities for federal, state, and local governmental activities, major public or private health, recreational, cultural, religious or educational activities, and major transportation facilities and public utilities. The Property is currently zoned Civil Institutional (CI), NCD-3 under the Miami 21 Zoning Code. Abutting parcels surrounding the site are classified T3, T4, and T5. The location of the stage tower, the tallest portion of the project, has been relocated further into the site from its current location, so that it is not easily seen from the residential neighborhood. We are pleased to exceed the minimum setback requirements in several areas to accommodate any potential community concerns. On April 4, 2017, the City of Miami Historic and Environmental Preservation Board (HEPB) approved a Certificate of Appropriateness for our Master Plan Concept. On appeal, the City Commission reversed that decision in part, imposing a series of conditions on the project. At the appropriate time, we will be returning to the HEPB with an application for a final Certificate of Appropriateness and will be requesting modification of some of the conditions imposed at that time. We have also initiated an appeal of the City Commission's decision in court, but we remain committed to moving forward with this project to the fullest extent possible in the interim. The enclosed plan for the renewed theater takes into account both the historic and cultural significance of the site by saving the most architecturally significant part of the Playhouse, the iconic corner building and its ornate facade wrapping around Main Highway and Charles Avenue. This building's original design intent will be restored by having retail once again engage the street. The plan maintains the original diagonal axis of the theater, along which a new 300-seat theater will be positioned. A crescent shaped outdoor space, reminiscent of the original theater lobby's footprint, will create the transition between old and new and will serve as a community gathering space open to the public at all times. The new theater will include front -of -house and back -of -house spaces and amenities that contemporary users and audiences expect and demand, from patron comfort features and exceptional sightlines to catwalks and state-of-the-art theater and acoustical systems and equipment. Inspiration for the exterior design of the new theater comes from the coral rock walls prevalent throughout the area and the lush vegetation canopy that is such a distinctive feature of Coconut Grove. Inside, remaining elements from the 1927 Kiehnel and Elliott movie house such as the solomonic columns, concrete grilles, fish fountains, cornice, and the proscenium arch will be displayed and integrated into the new theater, celebrating the significant history of the building.
