(Curtis & Rogers), for the Development of the Southwest Streetscape and Street Tree Master Plan Services (Services), on a phased basis. Funds are allocated from the Tree Trust Fund, subject to budgetary approval at the time of need. Background of Item: On May 24, 2017, the Planning Department through Procurement, issued RFQ No. 16- 17-006 under full and open competition, to obtain proposals from qualified and experienced professional consulting firms to procure a full range of professional urban design and planning, landscape architecture and engineering services for the development of a comprehensive public streetscape and street tree master plan. On June 27, 2017, five (5) proposals were received in response to the RFQ. Following evaluations of the proposals, including oral presentations by top three ranked firms, the Evaluation Committee recommended Curtis & Rogers, the highest ranked responsive and responsible proposer, for negotiations. The City Manager authorized a Negotiation Team (Team), including Procurement and Planning departments, to negotiate with Curtis + Rogers, the scope, the hourly staff billing rates, and cost proposal for completion of the project. The Team finalized negotiations on November 16, 2017 for a negotiated contract value of $1,297,271.02, upon which a recommendation to award was approved by the former City Manager on December 5, 2017 (see enclosed Recommendation of Award). However, authorization by the City Commission was placed on hold due to unforeseen budgetary constraints. As a result, Planning restructured the scope of services to address the intent of the Project in a more efficient manner. The fiscal impact to the City of Miami (City) for the negotiated contract is now $610,247.77. This fee is comprised of a fee for Basic Services in the amount of $580,247.77 and Reimbursable Expenses in the amount of $30,000.00. The original award totaled to $1,297,271.02; therefore, additional negotiations and restructuring resulted in $687,023.25 of considerable savings for our taxpayers. WHEREAS, the City of Miami's ("City") Planning Department ("Planning") has a need for professional urban design and planning, as well as landscape architecture and engineering services, for the development of a comprehensive public streetscape and street tree master plan ("Services"); and WHEREAS, pursuant to Section 18-86 of the Code of the City of Miami, Florida, as amended ("City Code"), the City's Procurement Department ("Procurement"), on behalf of Planning, issued Request for Qualifications ("RFQ") No. 16-17-006 for the development of the Services; and WHEREAS, the Evaluation Committee appointed by the City Manager completed the review and evaluation of the proposals received and recommended that Procurement negotiate and execute a Professional Services Agreement ("PSA") with Curtis & Rogers Design Studio, Inc., a Florida profit corporation ("Curtis & Rogers"); and WHEREAS, the City Manager concurred with the recommendation of the Evaluation Committee and requests authorization to execute the negotiated PSA with Curtis & Rogers for the Services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Pursuant to Section 18-86 of the City Code, the proposal received June 27, 2017 in response to RFQ No. 16-17-006 from Curtis & Rogers to provide the Services for Planning, is accepted, with funds allocated from the Tree Trust Fund, subject to the availability of funds and budgetary approval, at the time of need. Section 3. The City Manager is authorized' to execute a negotiated PSA, in substantially the attached form, with Curtis & Rogers. Section 4. The City Manager is further authorized' to negotiate and execute any and all other documents, including any subsequent Project phases, amendments, renewals, and extensions, subject to allocations, appropriations, and budgetary approval having been previously made at the time of need, and in compliance with all applicable provisions of the City Code, including, but not limited to, the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable rules and regulations, as may be deemed necessary for said purpose. Section 5. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
