INTER -OFFICE MEMORANDUM
TO: Emilio T. Gonzalez, Phd., City Manager DATE: October 10, 2018
FROM: Lillian Blonde
Director, Office of rants Administration SUBJECT: Four -Fifth waiver for
$100,000 allocation - Mayor's
Anti -Poverty Initiative to 500
Startups Incubator, L.L.C.
BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on
providing support to its residents.
500 Startups is a Silicon Valley -based, early stage tech Venture Capitalist fund, whose mission is
to discover and back the world's most talented entrepreneurs, help them create successful
companies at scale, and build thriving global ecosystems. To date, 500 Startups has invested in
over 2,000 companies in 60+ countries around the world. The 500 Startups Miami office, 500
Startups Incubator, LLC (the Organization), has partnered with the Mayor's Office to provide a
series of programs, boot camps, and speaker events where local entrepreneurs will learn from
mentors and experts regarding business growth, fundraising, and marketing.
As the Organization is familiar with the needs of the community and requirements imposed by the
City, it would be advantageous to the City to expedite the allocation and waive procurement
requirements at this time. Providing these funds to the Organization will allow small local
businesses to obtain these services immediately, with no added time for the procurement process,
which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed
bidding methods as not being practicable or advantageous to the City as set forth in the City Code
of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written
findings and the forwarding of the same to the City Commission for ratification by a four -fifths
vote is respectfully requested.
