HomeMy WebLinkAboutR-18-0475City of Miami Resolution R-18-0475 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 4906 Final Action Date: 10/25/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD IN THE AMOUNT OF $147,441.00 ("GRANT") FROM THE CORPORATION FOR NATIONAL COMMUNITY SERVICES ("CNCS") FOR THE CITY OF MIAMI'S ("CITY") AMERICORPS FINANCIAL LITERACY PROGRAM ("PROGRAM"); FURTHER AUTHORIZING THE CITY'S IN -KIND SERVICES MATCH IN THE TOTAL AMOUNT OF $181,338.00 FOR A TOTAL PROGRAM COST OF $328,779.00; ESTABLISHING A NEW SPECIAL REVENUE PROJECT FUND, TITLED "AMERICORPS FINANCIAL LITERACY 2018-2019 PROGRAM"; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY AND ALL OTHER NECESSARY DOCUMENTS, APPLICATIONS, RENEWALS, EXTENSIONS, REIMBURSEMENTS, AND MODIFICATIONS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT, FOR THE PERIOD COMMENCING AUGUST 1, 2018 THROUGH JULY 31, 2019. WHEREAS, the City of Miami's ("City") Department of Grants Administration ("Department") has been awarded a grant from the Corporation for National Community Services ("CNCS") for the City's Americorps Financial Literary Program ("Program") in an amount not to exceed $147,441.00 ("Grant") for the period commencing August 1, 2018 through July 31, 2019; and WHEREAS, as part of the Grant, the City is required to provide an in -kind services match in the amount of $181,338.00 ("In -Kind Match") fora total Program cost of $328,779.00; and WHEREAS, the Program is a coordinated effort to affect and improve the self-sufficiency of low/moderate income working families by increasing their financial education and literacy which is fundamental to economic prosperity and success; and WHEREAS, the implementation of the Program will further the City's efforts to provide residents with the opportunity to reach financial self-sufficiency and expand on previously established financial educational programming that enables City residents to improve their quality of life; and WHEREAS, the Program will place twenty (20) part-time AmeriCorps members at four (4) Miami -Dade College campuses to provide one-on-one financial literacy coaching; and WHEREAS, the AmeriCorps members will aid students in developing budgeting skills such as assessing their personal needs and goals, creating a personal budget, reviewing spending habits, and working towards financial stability; and City of Miami Page 1 of 2 File ID: 4906 (Revision:) Printed On: 4/4/2025 File ID: 4906 Enactment Number: R-18-0475 WHEREAS, the targeted result of the Program is to provide one-on-one financial literacy coaching to one hundred fifty (150) Program participants by the end of the Program year; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept a Grant in an amount not to exceed $147,441.00 from CNCS for the Program and to appropriate the City's in -kind services match in the total amount of $181,338.00 for a total Program cost of $328,779.00. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: FUND TITLE: The Americorps Financial Literacy 2018-2019 Program RESOURCES: Corporation for National Community Services City of Miami's In -Kind Match APPROPRIATIONS: $147,441.00 $181,338.00 $328,779.00 Section 4. The City Manager is further authorized' to execute the Grant Agreement, in substantially the attached form, with CNCS for the period commencing August 1, 2018 through July 31, 2019, and to negotiate and execute any and all other necessary documents, amendments, extensions, and modifications, in a form acceptable to the City Attorney, to implement the acceptance of and compliance with the Grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: endez, City Httor10/11/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
