AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING CHAPTER
10/ARTICLE I/SECTION 4 OF THE CODE OF THE CITY OF MIAMI, FLORIDA,
AS AMENDED, ENTITLED "IN GENERAL," TO AMEND THE CODE AND
PROVIDE FOR THE EXPEDITED OVERNIGHT REVIEW OF BUILDING PLANS
BY THE BUILDING DEPARTMENT; CONTAINING A SEVERABILITY CLAUSE
AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") is a vibrant community with a constant flow of new
residents and dynamic real estate market; and
WHEREAS, these markets provide for the continual development and re -development of
both commercial and residential properties in the City; and
WHEREAS, the high volume of plan submissions to the City can result in longer waits for
plans approval by the Building Department, which is working to create new and better ways to
serve the community; and
WHEREAS, in order to better serve the community, an expedited overnight plans
process would allow for more flexibility, greater flow or work and faster response times for the
customers of the Building Department; and
WHEREAS, the creation of this new process is in the best interest of the City, its
residents and businesses;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Ordinance are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Chapter 10, Article I, Section 4 the Code of the City of Miami, Florida, as
amended, is further amended in the following particulars:1
"CHAPTER 10
BUILDINGS
ARTICLE I. IN GENERAL

added. The remaining provisions are not in effect and remain unchanged. Asterisks indicate omitted and
unchanged material.

Sec. 10-4. Building permit fee schedule.
(b) General fee information.
(3) Miscellaneous permits and inspections fees.
n. Expedited process of special Overnight Review projects. A "special_projcct"
defined as a project having a development order or any other project as
interest to the city. The expedited service will cover the following disciplines:
building, structural, mechanical, plumbing, electrical, elevator and gas. Outside
source review will be the preferred method.
1. Outside source review fee: Actual cost plus ten percent (10%). This ten
percent (10%) is the administrative fee to cover the cost of the processing.
2. In-house review fee: $276 $350.00. The Ffee is per discipline, with a
maximum of two -one (1) reviews per fee, per discipline for a maximum of four
(4) hours each.
3. Plans review or inspections shall not begin until after 4:30 pm Monday
through Friday. No plans or inspection requests will be accepted on Saturday,
Sunday or Holiday's when City offices are closed. Scanning and printing fees
for electronic plan review: The fee shall be based on the same cost charged by
the printing company to the City.

Section 3. If any section, part of a section, paragraph, clause, phrase or word of this
Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective thirty (30) days after final reading and
adoption thereof.2
2 This Ordinance shall become effective as specified herein unless vetoed by the Mayor within ten (10)
days from the date it was passed and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City Commission or upon the effective date stated
herein, whichever is later.
