Submitted into the public record for 'ter-n(5) PZ.1,2,4-10,13,14 on 10/11/2018, City Clerk Initial City Commission Goal: To save the remaining less than 20 Bahamian -style shotgun and wood - frame homes that belonged to the original settlers and founders of Miami. (July 2017) initial Request: Commission asked for the examination of an historic district as a technique to save these homes. No Community Engagement was undertaken as required by the City code. (July 2017) Evolution: Commission amended Chapter 23 to provide for "thematic" designation and added the concept of "Multiple Property Designation." Discussion included the challenges of gentrification and the need for affordable housing. (November 2017) Staff Implementation: Staff created a Designation List without consulting with the Community nor the owners of the homes, and then took it to public meetings without even notifying the property owners. (March 2018) Inadequate Staff Research: The staff alleged that they followed the Secretary of the US Department of the Interior Standards for Designation, but the level of research was superficial and did not meet these Standards. The text of the Designation Report was basically a cut and paste from previous reports, and the evaluation of each property did not include a site visit, did not include a meeting with the owner, nor any detailed information about the individual home. Staff assumed that Multiple Property Designation did not require detailed individual building research as had been done historically for the designation of an individual property. (Early 2018) HEPB Final Designation: The HEPB designated 39 homes as "wood frame vernacular residences of Coconut Grove Village West Multiple Property Designation." Basically, these are old wooden homes built in the "Architectural Perioc of Significance of 1911 to 1941." (July 2018) Designation Report - Statement of Significance: "Coconut Grove Village West is one of the longest continuous communities within the City of Miami. Many of its residents are descendants of the area's Bahamian pioneering families and Southern African Americans, both of which came to Miami in search of employment opportunities. Working as domestics, laborers, chauffeurs, farm workers, tour guides, construction workers, and more, they served as the backbone in the development of Coconut Grove, the greater Miami area, and Coral Gables. They resided in the wood frame vernacular residences that are part of this designation. As such, these buildings are significant as they are associated with a community that has existed for 140 years." Designation Report - Criteria for Designation: These old wooden buildings are eligible for designation "...as a historic district by the City of Miami for having significance in the historical, cultural, aesthetic, and architectural heritage of the city, and possessing integrity of design, setting, materials, workmanship, feeling, and association; and for meeting the following criteria: "Exemplify the historical, cultural, political, economic, or social trends of the community; The Wood Frame Vernacular Residences of Coconut Grove Village West Multiple Property Designation exemplify the historical, cultural, and social trends of the community. The community that these buildings are associated with was established 140 years ago and continues today. They contributed to the development of Coconut Grove, Miami and Coral Gables. The community's Bahamian and Southern American roots influenced the style of architecture and construction. And finally, the design of the residences impacted the way they socialized. 'Portray the environment in an era of history characterized by one or more distinctive architectural styles; Coconut Grove Village West contained wood frame vernacular residences that were influenced by the Bahamas and the Southern United States. Historically, this style of architecture was found within other Bahamian and Southern African American neighborhoods including Lemon City and Overtown. "Embody those distinguishing characteristics of an architectural style, period, or method of construction; The Wood Frame Vernacular Residences of Coconut Grove Village West Multiple Property Designation reflects the architectural trends within Coconut Grove Village West during the period between 1910s and the 1940s. They retain sufficient integrity to convey their historic character and construction." DISCUSSION: • Lack of Consistent Application of Standards in the Designation Process • Lack of Incentives for Village West But Lavish Incentives for MiMo/Biscayne Boulevard • Concluding Comment These buildings are simply old wooden buildings, and the historic designation of these buildings as a way to address the admittedly serious issues of gentrification and need for affordable housing is simply an abuse of government regulatory authority. The Saga of "historic" Designation in Miami's Village West PRESS RELEASE: For Release Tuesday, October 2, 2018 Video-- "Historic" Designation in Miami's Village West available at: hips:/JyoutU.heIF TrvarPdPVg Owners of Old Wooden Homes Challenge Illegal Historic Designation in Miami's Village West https:ffyoutu.belFSrnvarPdPyg Click on link to view video In 2017 the Miami City Commission charged City staff with the task of developing an historic preservation program to, in the words of Commissioner Ken Russell in a January 4, 2018 Miami Herald Editorial, "...allow for historic preservation of the last remaining shotgun and wood frame homes that belonged to the original settlers and founders of Miami." That laudatory goal changed when amendments to the City Code were made and implemented to allow the tool of historic preservation to be abused in a regulatory effort to slow gentrification and address affordable housing needs by forcing historic preservation designation on owners of generic old wooden homes. The "historic preservation" target widened to cover "Wood Frame Vernacular Residences of Coconut Grove Village West" —simply old wooden homes that "...reflects the architectural trends within Coconut Grove Village West during the period between 1910s and the 1940s." No more focus on shotguns, no more focus on Bahamian and African -American original settlers or founders of Miami. Just old wooden home designations fast -tracked with an experiment in "Multiple Property Thematic Designation." Submitted into the public record for item(s) PZ.1,2,4-10,13,14 on 10/11/2018, City Clerk The myth was circulated in the Village West Community that all these buildings were on the verge of demolition, and a crisis atmosphere was created when unfounded allegations were made that there were "massive and very fast demolitions that are happening every week". Because of this perceived crisis, the Historic and Environmental Preservation Board (HEPB) acted in July to designate a list of inadequately researched buildings, without a plan for preservation, nor a required program of incentives. In fact, the Bahamian and African -American owners of these and other Village West properties, the ones whose ancestors were the Village West pioneers, were not even consulted prior to the preparation of the Designation List. It was staff and not the Community that created the List So, old wooden buildings were designated as "historic resources" of the City of Miami by HEPB without staff having met with the property owners in advance of creating a Designation List, without detailed research on each building being undertaken as required in the designation process, and without the statutorily mandated Community Engagement process required by the City of Miami Code. in addition, the HEPB acted without following the "best practices" guidelines for HEPB Members submitted into the record on June 28, 2018 by the Dade Heritage Trust, a Board Member manual that stated that: "Are you prepared for each decision on which you vote, having read the application, visited the site, and been present for all proceedings?" (As a point of reference, at the previous HEPB meeting, when considering the designation of a single property, the Designation Report was 25 pages.) And, for examples of HEPB designations of these old wooden homes, go to 6 hours and 14 minutes into the archived video of this meeting to watch the treatment of those old wooden homes that did not have any representative at the HEPB meeting and were designated as "historic resources" of the City of Miami. Interesting discussions include 3603 Charles Avenue at 28 minutes, 18 seconds remaining; 3748 Washington Avenue at 19 minutes, 25 seconds remaining; and 3859 Washington Avenue at 18 minutes, 50 seconds remaining (no tax card available). You will note the lack of familiarity or any detailed information available in the agenda package or presented about each building —just a list of names from old City directories of who lived in the building. And you will note that the "tax cards" have no date and are certainly not from when the wooden structure was originally built. However, it is simply an abuse of governmental regulatory authority to use the tool of historic designation to preserve these simply old wooden homes to try and address the issues of gentrification and affordable housing. And Miami's resi- dents, like Americans elsewhere, married the programs of the New Deal to the evolving racial politics of the New South. Yet, Miami's Caribbean geography forced housing to do especially chal- lenging work. The federal state was tasked with underwriting the biracial order that would come to define South Florida's racial landscape for decades to come. Indeed, even as it achieved unprecedented scale across the United States during the 1930s, residential apartheid, in South Florida, was always felt at the level of the individual and the community through Greater Mi- ami's complex ties to the Caribbean. Luther Brooks—Iike Tony Tommie, Dana Dorsey, and so many others —began his adult life largely unaware of the impersonal processes determining his choices and life chances. What the New Deal moment would teach Miamians of every background, though, is that they could achieve, through the state, new kinds of political and per- sonal power over some of the forces they could see. Harvesting the Great Migration Of the two million black people who abandoned farm life in the 1930s, only some four hundred thousand —or less than 25 percent —left the South Most migrated into southern cities and right back into the arms of unfair tenant arrangements and white racism. In Miami's Colored Towel, that often meant working as a domestic or other unskilled laborer, making sometimes double what one made on the farm, but remaining dirt -poor. It also meant living in a cramped wooden "shotgun" shack set off a dirt road and without indoor plumbing. Containing roughly four bedrooms and built side by side, shotgun houses were the most common form of rental property in southern Florida. With many dating back to the days of Henry Flagler, these narrow one-story structures, rumor had it, got their name because a person could fire a shot- gun through the front door and have the bullets pass clean through the back doorway without ever hitting an interior wall. Apocryphal perhaps, this explanation reflected a certain folk atmosphere that poor southern migrants created and that rows and rows of these structures evoked as they housed as many as 140 families on one city block. The homes were so close, in fact, that, as one former resident recalled, "somebody could reach out of their window and shake hands with the other person [next door]." Recent scholars interested in artifacts of the black Atlantic have pointed to the structural similarities — between Florida's shotgun houses and those in the Bahamas and West.AfriCa as evidence of a truly diasporic architectural form in North America. But shotgun shacks may better be described as artifacts of capitalism. In add on to defining the ghettos of New Orleans, Atlanta, and Tampa, these structures were also built by white capitalists for workers outside of dusty steel plants in Birmingham, Alabama, or crammed onto block after block in Negro ghet- tos from Houston, Texas, to north Philadelphia, Pennsylvania.' Observing Miami's particularly large collection of shotgun shacks, a Public Works Ad- ministration (PWA) official from Washington described Colored Town in 1934 as "the most congested slum district that 1 know of in the country, and that takes into consideration my knowledge of slum conditions in quite a few cities. They resided in the wood frame vernacular residences that are part of this designation. As such, these buildings are significant as they are associated with a community that has existed for 140 years. In his publication, Black Immigrants; Bahamians in early twentieth-century Miami, historian Raymond A. Mohl states, "Unlike the rest of the British West Indies, plantation agriculture was never very successful or profitable in the Bahamas. Only about two per cent of the total Bahamian land area of about 4,000 square miles was considered suitable for crops. Most nineteenth century' Bahamians earned a livelihood from the sea or from subsistence agriculture. By the 1830s, black and white Bahamians were beginning to migrate to the Florida Keys, especially Key West, where they worked in fishing, sponging, and turtling. The distance was short, and jobs in Florida paid cash wages. Facing meager economic prospects at home, free Bahamian blacks found better employment opportunities in Key West,"1 One of the earliest Bahamian s to come to Miami was Mariah Brown. Born in Eleuthera, Bahamas, she migrated to Key West during the 1880s. Sometime between 1885 and 1890 she relocated to Coconut Grove where she was hired by Charles Peacock to work of the Peacock Inn.2 According to Miami historian Dr. Paul George, she informed her husband, Ernest, of the job opportunities available. Shortly thereafter, he ventured to Coconut Grove. Seeking employment opportunities, other Bahamian s followed.3 Mariah Brown and the ether Bahamian settlers purchased parcels of land from homesteader Joseph Frow for $50 a parcel. Within walking distance of the Peacock Inn, a settlement known as Kebo was established along what is known today as Charles Avenue. d According to Miami historian, Arva Parks Moore, Kirk Munroe named the developing community Kebo.5 The name Kebo was derived from the highest peak of Mt. Another pioneer who contributed to the development of the community was Ebenezer Woodbury Franklin Stirrup (E.W,F. Stirrup). The pioneer migrated to South Florida in 1888, and moved to Coconut Grove in 1899, where he constructed his family home and upwards of 100 small wooden framed houses, which he made available for purchase to the newly arriving Bahamian s. Some of these structures remain and are included as part of this designation.8 Unlike Marioh Brown and E.W.F, Stirrup, Alice Burrows inherited the land on which her house was built. Little is known about the pioneer, except that she was a laundress and a dose friend of Mary Burr Munroe, who upon her death bequeathed a parcel of land on which Burrows had been residing. According to an article in the Miami News, Munroe's will stated that if her husband, Kirk Munroe, not have survived her, Burrows was to inherit half of her estate,9 The arrival of Bahamian s was crucial to the development of Coconut Grove, Coral Gables, and Miami. George E. Merrick, founder of the City of Coral Gables, former President of the Historical Association of Southern Florida, and one of the founders of the University of Miami wrote in 1941: "Through the 70's, 80's, and right through the 1890's, they were practically the only available workers, the Georgia Negroes did not come in any volume until after 1900, after the coming of the railroad. In this West Indian period all of our heavy laborers were Bahaman Negroes. I believe these Bahaman Negroes had a most distinct and important influence, in that they brought inspiration to many of the first English, French, Northern and Southern planters; to all of those early settlers who at first were skeptical of the coral -rocky country, forbidding and desolate from the planting standpoint. In the Bahamas there is the same coral rock; and the Bahaman Negroes knew how to plant on it; and how to use it: and they knew too that all kinds of tropical trees would grow and thrive on this rock. They, too, had a vital influence upon our civilization in bringing in their own commonly used trees, vegetables and fruits. Soon these supplemented all those that had been brought in by the Bahaman whites - the sea -living Conchs. Such things were introduced as the pigeon pea, soursop, star -apple, sugar -apple, Jamaica apples, and all the anons - caneps, sapotes, and dillies. These fruits can still be found in best profusion in the Bahaman colored village in Coconut Grove (which was first called Monrovia, and which was the first Bahaman Negro settlement on the Bay) and also in their villages at old Lemon City, Cutler, and Perrine. These Negroes had built their homes in their own island of the coral- rock, and they brought here their skill in masonry building, Today, some of the oldest buildings in Coconut Grove and old Cutler are of the some construction which has been in use for one hundred and fifty years in the Bahamas. P. 14 6 Submitted into the public record for item(s) PZ.1,2,4-10,13,14 on 10/11/2018, City Clerk limestone came with Bahaman Negroes, as did so much other valuable knowledge and experience in the building of walls, roads, other uses of the coral; and uses of the land, and of the sea."1° In her autobiography, native and longtime resident of Coconut Grove Village West, Thelma Gibson states, "Much of the vegetation was planted by the hands of the Colored men who brought so much of it from the Bahamas. The palm and coconut trees were natural. The flowers, such as the hibiscus, bougainvillea, crotons and roses, were prolific in the Bahamas."" Another Bahamian valuable contribution to South Horida was architecture in the form of wood frame vernacular homes. The function of the homes was to give shelter as all activities were conducted outdoors which allowed for close interaction within the community; Esther Mae Armbrister said: "When people were married once upon a time, they would march. One woman lived on William Avenue and she marched in her wedding gown from her house all the way around Hibiscus with her wedding party. They used to walk in the streets from their house to the church or wherever it was they were going to get married. They walked the streets with someone holding their gown. You would look out the window and see the whole wedding party go by. One time two sisters got married - they lived down on Charles Avenue - and they walked from across the street to their house and got married on the front porch. The street was blocked off. Then they had a party, and all the food you would want." This behavior can be explained by the cultural tradition inherited by their ancestral West Africans; Denise Andrews says on her essay (The Bahamian Influence on the South Florida Shotgun House): "The history of African people suggests that members of a community were families, or clans - a single lineage. The communities basically were composed of one head of household and the extended family members of the household - which could be hundreds of people, Compounds were created so that families could live together communally. Traditionally there was no concept of privacy or single mindedness as we know today. Family and family life was central, intimate and communal."12 As the community known as Kebo expanded, Southern African Americans migrated to the area in search of employment. According to Dr. Marvin Dunn, there was friction between the newly arriving African Americans from Georgia and the Bahamian cornmunity.13In the film The Black Miami, Arva Parks Moore, local Miami native historian, explains that while they shared a common history in slavery, the Bahamian s and "° Merrick, G.F., (1941). When discussing what she refers to as the Southern Migration, Dr. Joanne Hyppolite, former chief curator of HistoryMiami and current curator at the National Museum of African American History Culture, explained that, just like the Bahamian s, African Americans from Alabama and Georgia came to Miami in search of employment, They worked building streets, on people's homes, the railroad, and on farmland.16 Despite their initial friction, the Southern African Americans lived and married within the settlement that had established itself along Evangelist Street, which today is known as Charles Avenue, "Citing that it was too difficult to bring in supplies or truck their crops over the existing footpath they asked for a road. When the request was denied, they gathered loose coral -rock, loaded their wagons one moonlit night and dumped the rock where they thought the road should be."' Evangelist Street was officially born, and soon the little village would thrive.. "Town officials relented and soon the road was extended to where Hibiscus Street intersects today. Charles Avenue is narrow and out of line, especially when viewed from its entrance on Main Highway, because it was laid out by homesteaders and not surveyors."'8 Soon Charles Avenue became the spine of the community, Esther Mae Armbrister, remembered as interviewed by William Labbee in 1991: "Back then they called Charles Avenue by the name Evangelist Street, until they named it in the late Twenties after an early settler called Charles Frow. But this street was it. It was the main drag. It was the hopping place to be, William Avenue to the north was a back street, nothing but a cow path for years and years. Both Charles and Franklin, the next one over to the south, were rocky, rocky, rocky, nothing but crushed rock - they used to call Franklin Rocky Road, when I came here; they had eventually gotten 'round to tarring them."'9 She further recalled, "All the business, everything was right here on Charles Avenue. Agnes."20 Evangelist Street received its name due to the multiple churches that were established along its path. Formerly known as, St. Agnes Baptist Church, it is the oldest congregation in South Florida. It was founded in 1891 as the Macedonia Missionary Baptist Church, and held services at the Union Chapel. In 1895 Jean D' Hedouville gave the members of the Fifty -Six Baptist Church a tract of land on Thomas Avenue to build their church, named St. Agnes. In 1903 the church relocated to Charles Avenue. In 1948, the congregation moved its current location at 3515 Douglas Road. 21 Christ Episcopal Church was founded by the Bahamian settlers of Coconut Grove on March 24, 190122. The original church building was constructed on the corner of Hibiscus Street and William Avenue. In 1910 the neighboring lot was bought and the church was moved to its current location23. The original church building was converted into a Sunday school building. In 1911, St Alban's Industrial School moved from Key West to the building that housed the Sunday school. The school held classes for the children of the new Bahamian community. St. Alban's provided an education nine months of the year in "...academia, music, Bible study, as well as training in the trades, such as home economics, needlework, and furniture repair.124 The current church, located at 3481 Hibiscus Street, was designated by the City of Miami as a Historic Site in 2011, On April 27, 1896, Reverend Jeremiah H. Butler, along with approximately twelve other members, whom had withdrawn their membership from St. Agnes Church due to cultural differences, founded Greater St. Paul A.M.E. Church. Members of the church included Pastor Butler, Brothers J.P. Brookins and Walter Burrows, Murray Burrows, J.W. Gibson, William Counts Blackshear, James W. Williams, and Theodore McCloud. According to their websife, the same year the church established what would become known as the a first black school, Dade County Training School.25 In 2011 it served 3,000 community residents. When the Church was founded in 1896, it served 300 community residents.26 Founded in 1916 by Bahamian settlers, St. James Baptist Church of Coconut Gave was established during the peak of the Ku Klux Klan era. In an interview with Roshan Nebrhrajani, Coconut Grove native Thelma Gibson states, "Most of my activities also surrounded around the church, because most people were involved with the church, We went to Sunday school acffvities"28 "Back in the day, the church is where the majority of blacks went to find solace in a time of turmoil and injustice. it was a place where neighbors met for fellowship and social gatherings; a place for Sunday afternoon picnics and potluck dinners; where friendships were made and nurtured for years."" Today, descendants of the pioneering families continue to have reunions. In 2016, a reunion was held in Miami. The family names for those in attendance included Barry, Bethel, Cash, Cleare, Curry, Fisher, Grant, Higgs, Johnson, Major, Roberts, Saunders, Sawyer, Stirrup, Sweeting, and Walker. According to the Miami Herald, there were upwards of 90 cousins in attendance. They traveled from Harbour island, New York, New Jersey, Pennsylvania and Maryland, Tampa, Jacksonville, and Orlando to be part of the momentous event.3° These gatherings are a testament to the connectivity of the pioneer families that are associated with the wood frame vernacular structures within Coconut Grove Village West. Using city directories and census data, the Preservation Office has identified that the residents, whether renters or owners, were of Bahamian and Southern African American origins and decent. While the criteria for designation of the wood frame vernacular residences does not include their association with someone significant in the past, it is important to point out how their residents contributed to the establishment of the community and their contributions not only to the local community, but the greater Miami area. 27 Hines, B. The home continues to be owned by the Counts family. 14 Submitted into the public record for items) R.1,2,4-10,13,14 on 10/11/201B, City Clerk 111- Description Frame Vernacular, as defined by the City of Miami Preservation Office Historic Design Guidelines, refers to a simple wood frame building, which is the product of the builder's construction experience, available resources at the time, and the surrounding environment. These structures are typically rectangular, of balloon frame construction, and rest on piers. They are one or two stories in height, with one-story front porches, and gabled or hipped roofs with overhanging eaves. Horizontal weatherboard and drop siding are the most common exterior wall materials although there are also examples of stucco exterior walls. Some early buildings feature vertical board and batten siding or wood shingles, while asbestos shingles are common to post-1930s construction. Wood double -hung sash windows are typical. Ornamentation is sparse, but may include shingles, corner boards, porch columns, brackets, rafter tails, vents in the gable ends, and oolitic limestone detailing. A Shotgun House is a style of Wood Frame Vernacular Residence with particular design characteristics. Shotguns are narrow rectangular one-story wood frame structures with a front porch. Built on piers, they have gabled or hipped roofs and horizontal weatherboard or drop siding. The front facade normally contains a doorway on one side and a window on the other. Wood double -hung sash windows are typical and ornamentation consists of decorative woodwork on doors, porches, and under the eaves34. Most are freestanding structures, however, there are examples of two Shotguns joined together at the rear, Internally, they are typically one room wide with the rooms placed back to back. These narrow structures con be accommodated on a small lot or a half -lot, The origin of Shotgun Houses has been much debated. Some scholars note similar forms in the West Indies and trace them to early Haitian influences in New Orleans where they became popular with freed slaves migrating to the south after the Civil War. Others believe they are the one -room -deep, hall -and -parlor plan of the South turned sideways to fit on narrow urban lots3$. The Shotgun drew its name from its long rectangular shape as supposedly a shotgun blast could travel through the building without hitting a wall. The buildings included in the Multiple Property Designation are all wood frame structures that contain the above elements to varying degrees. These alterations range from minor works that do not significantly affect the integrity or character of the structure to more extensive works which may have some impact on a structure's character. Some examples of minor exterior alterations include reroofing, the replacement of doors and windows, the replacement of damaged siding with siding of a differing profile, the infilling of foundations, the removal or addition of ornamentation, and the installation of shutters and awnings. Properties that have been subjected to minor alterations have been included in the Multiple Property Designation as the structures still retain their historic character, design details, and much of their integrity. One common alteration undertaken to a number of the properties surveyed is the enclosure of the front porch. While this has some impact on the appearance of the structures, this has been a common practice for many years and, when undertaken correctly, this is an appropriate alteration which, in some cases, are historically and culturally significant elements of the structures. The appropriate method of enclosing the front porch is to use wood siding which is both historically accurate and compatible with the Frame Vernacular style. Structures that have enclosed porches undertaken in this way have been included in the Multiple Property Designation, There are examples of structures where the front porch has been enclosed using brick or block. These materials are historically inaccurate and, when added to the front elevation, they are incompatible with the Frame Vernacular style. Structures that have been altered in this way have been excluded from the Multiple Property Designation. Several of the structures surveyed have been altered by the construction of an addition. Appropriate additions (with the exception of added front porches) are to the rear of the historic structure and do not significantly impact the historic structure. Additions may be constructed of concrete block and stucco as they are to the rear and this differentiates the original structure from the addition. Structures with appropriate additions that meet these criteria have been included in the Multiple Property Designation while those with additions that do not meet these criteria have been excluded, A small number of structures surveyed have been altered by the replacement of the wood siding or stucco with an inappropriate material such as brick, These alterations negatively impact the structures through the removal of a character -defining feature of the Frame Vernacular style. Structures that have undergone this type of alteration have been excluded from the Multiple Property Designation. In addition to retaining historical, architectural, and cultural significance and meeting the criteria for designation as described in Section IV of this report, the structures 16 Submitted into the public record for item(s) PZ.1,2,4-1O,13,14 on 1OL11/2018, City Clerk included in the Multiple Property Designation must retain some degree of integrity of location, design, setting, materials, workmanship, feeling, and association. To possess integrity, each property must retain several of these aspects. The subject properties retain a high Level of integrity with regard to location and setting as they remain on their original sites within residential areas. The structures also retain high levels of integrity with regard to design, materials, and workmanship as, although some alterations have been taken place, this work has been undertaken sensitively using appropriate materials and methods and therefore has not significantly impacted the design. Feeling is a property's expression of the historic sense of a particular period of time resulting from the presence of physical features that, taken together, convey the property's historic character. As the properties retain integrity of setting, design, materials, and workmanship, they convey the feeling of residential life in the Coconut Grove Village West community in the early twentieth century. Exemplify the historical, cultural, political, economic, or social trends of the community; The Wood Frame Vernacular Residences of Coconut Grove Village West Multiple Property Designation exemplify the historical, cultural, and social trends of the community. The community that these buildings are associated with was established 140 years ago and continues today. They contributed to the development of Coconut Grove, Miami, and Coral Gables. The boundaries are Percival to the north, Mac Donald Street and Main Highway to the east, Jefferson Street to the west, and Marier Avenue to the south. The area is part of the Neighborhood Conservation District -- 2 (NCD-2) and the Coconut Grove NET Office. With the exception of a few properties, the residences are one story with front porches. The residences are single family homes and duplexes. Some parcels contain two, three, or four structures. Incentives Historic district designation will ensure that the neighborhood retains original Bahamian architecture. Design review of new construction that may be built on the parcels will assist in maintaining the aesthetic harmony. Further, for owners of single-family residences as well as income producing properties there is an ad valorem tax incentive for improvements in both Miami and Miami -Dade County. The Preservation Fund, established by the Arts in Public Places program, will provide grants to low income households in order to ensure maintenance of the structures. Designation also provides zoning and building relief which is intended to preserve the buildings. There are current plans to expand the Omni Community Redevelopment Authority in Coconut Grove to create affordable housing. On November 16, 2017, the City of Miami City Commission, pursuant to Ordinance 13712, approved an amendment to Chapter 23 of the City Code of the City of Miami, Florida, as amended, entitled "Historic Preservation," to provide definitions and establish provisions for Multiple Property Designations; providing for applicability in the NCD-2 and NOD-3 districts as provided herein; containing a severability clause and providing for an effective date. On Saturday, March 10, 2018, a meeting was held with property owners, residents, and the community to discuss the proposed Wood Frame Vernacular Residential Structures of Coconut Grove Village West as a Multiple Property Designation. On Monday, March 12, 2018, a second meeting was held with property owners, residents, and the community. On Thursday, March 15, 2018, notices for a third meeting were sent to property owners and the subject properties via regular and certified mail. On Tuesday, March 20, 2018, at the request of property owners. residents, and the community, a third meeting was held. On Friday, March 23, 2018, notices were sent via certified mail to property owners informing them of the April 3, 2018 Historic and Environmental Preservation Board meeting where the proposed multiple property designation will be reviewed. After said notice was sent, Preservation staff determined the properties located approximately at 3634 Prow Avenue and 3893 Washington Avenue do not meet the criteria and therefore have been removed from the list of properties to be considered for the preliminary designation. On April 3, 2018, the l-listoric and Environmental Preservation Board, pursuant to Resolution No HEPB-R-18-024, approved with the preliminary evaluation of local designation as a historic resource a multiple property designation in Coconut Grove Village West. The General Information and Comprehensive Plan section of this report is hereby incorporated into the analysis and its corresponding criteria by reference: Analysis: The Wood Frame Vernacular Residences in Coconut Grove Village West Multiple Property Designation consists of approximately 43 parcels with residences built between 1911 and 1941. The wood frame vernacular residences of Coconut Grove Village West are associated with the overall establishment and continued settlement of the area by black Bahamians, African -Americans from the South, and their descendants. These woad frame structures are associated with the community's contributions to the development of Coconut Grove, Although some alterations have taken place over time, they have been sensitively undertaken and built using appropriate methods and materials. As such, the properties retain sufficient integrity of design, setting, materials, workmanship, feeling, and association to be included in the multiple property designation. The subject properties are eligible for designation under the following criteria as numbered in Section 23-4(a) contained in Chapter 23 of the City Code: Criteria (3) Exemplify the historical, cultural, political economic. or social trends of The community, The Wood Frame Vernacular Residences of Coconut Grove Village West Multiple Property Designation exemplify the historical, cultural, and social trends of the community. The goal of HABS/HAER/ HALS documentation is to provide architects, engineers, scholars, preservationists, and interested members of the public with comprehensive information on the historical, architectural, technological, or cultural significance of a building, site, structure, object or landscape. Placed on permanent deposit at the Library of Congress. HABSIHAERIHALS documentation serves as a permanent record of the growth and development of the nation's built environment. HABS/HAERIHALS documentation usually consists of measured drawings, large -format photographs and written data that highlight the significance of a building, site, structure, object or landscape. This documentation acts as a form of insurance against fires and natural disasters by permitting the repair and. il'necessary, reconstruction of historic resources damaged by such disasters. It is also used for scholarly research, interpretation, and education, and it often provides the basis for enforcing preservation easement. I-IABSI HAERIHALS documentation is often the last means of preservation of a property: when a property is to be demolished, documentation provides future researchers access to valuable information that otherwise would be lost, HAGS/HAEI VHALS documentation is developed in a number of ways. The National Park Service regularly employs summer teams of student architects, engineers, and historians to develop HABS/HAER/HALS documentation under the supervision of National Park Service professionals. The National Park Service also produces HAI3SIHAER/ HALS documentation in conjunction with restoration or other preservation treatment of historic buildings managed by the National Park Service. The kind and amount of documentation should be appropriate to the nature and significance of the subject. For example, Level I would be inappropriate for a building that is a minor element of an historic district, notable only for context and scale. A full set of measured drawings for such a minor building would be expensive and would likely add little new insight into the growth and development of the built environment at either the local, regional, or national level. Large -format photography (Level III) would be the more appropriate choice for documenting this type of building. Large - format photography of Gunston Hall in Fairfax County, Virginia, to take another example, should clearly show William Buckland's hand -carved moldings in the Palladian Room, as well as other views, since Buckland's role in the creation of the building is one of the reasons why Gunston Hall is considered architecturally significant. HABSIHAERIHALS documentation is usually in the form of measured drawings, photographs, and written data. While the criteria in this section have addressed only these media, documentation need not be limited to them, Other media, such as films of industrial processes, can he —and have been —used to document historic buildings, sites, structures, objects and landscapes. If other media are to be used, the HABSIHAERJHALS office should be contacted before recording. The selection of the appropriate documentation level will vary from one project to the next. For mitigation documentation projects, this level will be selected by the National Park Service Regional Office and communicated to the agency responsible for completing the documentation. Generally, Level I documentation is required for nationally significantbuildings and structures, defined as National Historic Landmarks and the primary historic units of the National Park Service. On occasion, factors other than significance will dictate the selection of another level of documentation. For example, if a rehabilitation of a property is planned, the owner may wish to have a full set of as -built drawings, even though the property may not merit Level I documentation. NABS Level I measured drawings usually depict existing conditions through the use of a site plan, floor plans, elevations, sections and construction details. HAER Level I measured drawings will frequently depict original conditions where adequate historical material exists, so as to illustrate manufacturing ar engineering processes. Level II documentation differs from Level I by substituting copies of existing drawings, either original or alteration drawings, for recently executed measured drawings. If this is done, the drawings must meet NABS/HAER/ HALS requirements outlined below and be free of copyrights. While existing drawings are rarely as suitable as as - built drawings, they are adequate in many cases for documentation purposes. Only when the desirability of having as -built drawings is clear are Level I measured drawings required in addition to existing drawings. If existing drawings are housed and preserved in an accessible archival collection, their reproduction for HABS/HAER/HALS may not be necessary. In other cases, Level I measured drawings are required in the absence of existing drawings. Level III documentation requires a sketch plan if it helps to explain the structure, site, or landscape. A short historical report should supplement the photographs by explaining what is not readily visible. The HABSIHAERIHALS office reserves the right to refuse documentation that does not meet these requirements for content. Quality Standard: Documentation shall be prepared accurately from reliable sources with limitations clearly stated to permit independent verification of the information. Guideline: Documentation shall meet the following requirements for quality: A. Measured drawings; Measured drawings shall be produced from recorded, accurate measurements. Portions of the building that were not accessible for measurement should not be drawn on the measured drawings but clearly labeled as not accessible or drawn from available construction drawings and other sources. No part of the measured drawings shall be produced from hypothesis or non - measurement related activities. Level I measured drawings shall be accompanied by a set of field notebooks in which the measurements were first recorded, Other drawings prepared for Levels II and 1U shall include a statement describing where the original drawings are located. B. Large -format photographs: Large - format photographs shall clearly depict the appearance of the property and areas of significance of the recorded building, site, structure, object ar landscape, Each view shall he perspective -corrected and fully captioned. C. Written data: Written history and description for Levels I and II shall be based on primary sources to the greatest extent possible. For Level III, secondary sources may provide adequate information; if not, primary research will be necessary. A frank assessment of the reliability and limitations of the sources shall be included. Within the written history, statements shall be footnoted as to their sources, where appropriate, The written data shall include a methodology section specifying the name of the researcher, date of research, sources consulted, and the limitations of the project. Commentary. All HABSIHAERIHALS materials are intended for reproduction. Some 20,000 records are reproduced each year by the Library of Congress. Although field records are not generally reproduced, they are intended to serve as supplements to the formal documentation. The basic durability performance standard (that is to say, life expectancy) for HABS/HAERIHALS materials is 500 years. Ink on Mylar is believed to meet this standard, while color photography does not (although color transparencies are acceptable, their life expectancy is considerably shorter-50 years or less). Field records do not meet this standard but are maintained in the HABS/HAER/HALS collections as a courtesy to collections patrons. The HABS/HAER/HALS office reserves the right to refuse documentation that does not meet these requirements for materials. Presentation Standard: Documentation shall be clearly and concisely produced. Guideline: The following requirements for presentation shall be met for all levels of documentation: A. Measured Drawings: Level I measured drawings shall be lettered mechanically (i.e., CAD, Leroy or similar) or in a hand -printed equivalent style. Adequate dimensions shall be included on all sheets. Level III sketch plans should be neat and orderly. B. Large -format photographs: Level i photographs shall include duplicate photographs that include a scale. Level II and III photographs shall include, at a minimum, at least one photograph with a scale, usually of the principal facade. C. Written history and description: Data shall be typewritten or laser printed on bond, following accepted rules of grammar. Commentary. The HABS/HAER/ HALS office reserves the right to refuse documentation that does not meet these requirements for presentation. Architectural and Engineering Documentation Prepared for Other Purposes Where a preservation planning process is initiated, architectural and engineering documentation, like other treatment activities, is undertaken to achieve the goals identified by that process. Documentation is deliberately selected as a treatment for properties evaluated as significant, and the development of the documentation program for a property follows from the planning objectives. Documentation efforts focus on the significant characteristics of the historic subject, as defined in the previously completed evaluation. The selection of a level of documentation techniques (measured drawings, photography, etc.) is based an the significance of the subject and the management needs for which the documentation is being performed, For example, the kind and level of documentation required to record a historic property for easement purposes may be less detailed than the kind and level required as mitigation prior to destruction of the property. In the former case, essential documentation might be limited to portions of the property controlled by the easement (exterior facades, for example), while in the latter case, significant interior architectural features and non -visible structural details would also be documented. NABS/HAERIHALS encourages other archives to use the Secretary of the Interior's Standards and related HABS/ HAER/HALS guidelines as a basis for their own documentation guidelines. Levels of documentation and the durability and sizes of the items may vary depending on the intended use of the materials and various storage and preservation considerations. Now that the burden of paying the thousands of dollars in mailing fees for the 16 Appeals is shifted to the City of Miami, may we suggest moving forward on another proposal made by Commissioner Russell and agreed to by Historic Preservation Officer Warren Adams? A proposal that will save the City of Miami substantial time and money. Commissioner Russell recognized that the designation of a duplex under one folio number as two separate properties for the purpose of designation and appeal was likely a clerical error that could be fixed, and I recall that in response to Commissioner Russel asking if the clerical error could be fixed, Warren Adams agreed that it could be fixed. Therefore, if this clerical error can be immediately corrected, there will be only 10 Appeals, and not 16. See attached list, The 3475/3477 Hibiscus Street is on one folio and would therefore be one Appeal and not two, The 3758/3760 Frow Avenue is on one folio and would therefore be one Appeal and not two. The 3541/3543 Plaza Street and the 3586/3588 Charles Avenue are on one folio and would therefore be one Appeal and not four. The 3295/3297 Charles Avenue is on one folio and would therefore be one Appeal and not two. As discussed, the duplicate mailing costs of sending out certified notice twice for each duplex is on its face unreasonable, and as Commissioner Russell stated, likely a clerical error. You mention 11 properties needed to pay to Appeal, and there are only 5 folios for these properties. Please understand that the duplex properties in question are each one folio with Miami -Dade County Office of the Property Appraiser, They receive one tax bill. It is difficult to understand how individual units of a duplex could be required to each file an appeal and pay for duplicate notices. Again, see pictures of the structures, attached. Based upon folio numbers, the number of properties that will be paying the Appeal fee is 5 and not 11, as you indicate, $2,625 as opposed to $5,775. It makes quite a difference, and logic would indicate that you do not count portions of a duplex separately, These property owners are meeting tomorrow evening and Saturday to complete the Appeal forms so that each property will be a separate agenda item at the Commission meeting of September 27, and it would be helpful to have a response by the end of the day tomorrow that the City actually expects each portion of a duplex that is under one folio number to pay an appeal fee, and to do almost duplicate mailings. With regards to the appeal period, the time frame is 15 days. For example, if a resolution is not amended by the Board, the 15-day appeal period begins the day after the HEPB meeting. The resolution from last night was amended by the HEPB; therefore, it first needs to be reviewed for legal accuracy by the City Attorney's Office before Hearing Boards renders it. At this time, the appeal period looks like it may end on August 1, 2018 at 5 pm. I can provide you with the final date once I've rendered the resolution. Also, you will see on the checklist that payment must also be received at the time of filing. As per the Code, an owner or aggrieved party are to pay $525.00 as the appeal fee, plus any applicable noticing costs. FL CA Lic. # 29935 BACKGROUND: The enclosed report has been prepared for the purpose of determining the general structural condition of the subject property due reported deterioration of the building. A visual, non- destructive inspection was performed on September 18, 2018 by Nestor Cueto, P.E. of Cueto Engineering, LLC. Access was provided by the owner of the property so that a visual inspection could be performed. Numerous pictures were taken depicting various existing conditions. SITE DESCRIPTION The subject building is located at 3295 Charles Avenue, Miami, FL 33133. According to inforrnation obtained from the Miami -Dade County Property Appraiser's website, the one-story structure was built in 1939. The building is constructed of wood framed load -bearing walls with wood floor and roof framing systems supported over isolated concrete pier foundations. For the purposes of this report, the south wall elevation of the structure is referenced as the front elevation. The right. rear, and left wall elevations proceed counter -clockwise, respectively, from this elevation. OBSERVATIONS & EVALUATION: Upon visual inspection of the exterior of the property. it was noted that the exterior walls were observed with missing and deteriorated structural components including, but not limited to, wall framing, sheathing, and siding. Several walls were observed deflected from their original positions. In addition, the fenestration was observed to be either missing or damaged throughout the building. The crawl space was observed from the perimeter of the building, which exhibited rot and termite damage to the wood girders, floor joists. and floor decking. Several wood girders were observed with a gap at the supports. indicating that the continuous load path was disrupted. In addition, the concrete foundation piers were observed with cracking and overturning in some areas. During inspection ofthe interior ofthe residence, there were multiple areas of the floor that were observed to be sloping. Termite frass was observed throughout the interior of the residence, which is an indication of wood destroying organisms. Inspection of the attic revealed the roof framing members to be in fair condition. However, separation of joints was observed at the interface between the roof ridge and the roof rafters. CONCLUSION: Overall, the structural inspection has revealed the subject building to be in an unsafe condition due to the aforementioned deficiencies and is not considered safe for continued occupancy. Due to the extent of damage, repairs to the building are not economically feasible and complete demolition is recommended. Construction documents shall be prepared by a licensed design professional (i.e. Registered Architect. Professional Engineer) with proper permitting procedures for the design of a new residence in accordance with applicable codes and standards.
