APPOINTMENTS TO
THE CITY OF MIAMI
G.E.S.E. RETIREMENT
TRUST
RECOMMENDATION:
It is recommended that the City Commission confirm the appointments by AFSCME Local 871 of Luis Fernandez and
Clarence Graves as representatives selected by AFSCME Local 871 as members of the City of Miami General
Employees' and Sanitation Employees' Retirement Trust Board of Trustees as per attached Resolution.
BACKGROUND:
City of Miami Code Section 40-243 (A), (Ordinance No. 10002), provides for the appointment of a nine member board of
trustees to administer and manage the retirement plan known as the "City of Miami General Employees' and Sanitation
Employees' Retirement Trust." Of these nine members, one is to be selected by the City Manager, two by the general
employees (A.F.S.C.M.E. Local 1907 bargaining unit), and two by the sanitation employees (AFSCME Local 871
bargaining unit). Four independent trustees are to be selected by the City Commission per recommendation by the two
bargaining units.
Mr. Joe Simmons, Jr., President of AFSCME Local 871, has submitted for confirmation the names of Luis Fernandez, and
Clarence Graves for appointment to the Pension Board (see attached letters.) The term for Clarence Graves would begin
effective October 12, 2018, and expire accordingly. The term for Luis Fernandez would begin effective October 14, 2018,
and expire accordingly

GENERAL EMPLOYEES' AND SANITATION EMPLOYEES'
RETIREMENT TRUST TO SERVE A TERM OF OFFICE AS
HEREIN SPECIFIED.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The appointment of the following individuals as members of the Board of Trustees
of the City of Miami General Employees' and Sanitation Employees' Retirement Trust. The term of office for
Clarence Graves, which will expire on October 12, 2020, is hereby confirmed. The term of office for Luis Fernandez,
which will expire on October 14, 2018, is hereby confirmed.
