Purpose of Item: It is respectfully recommended that the Miami City Commission adopt the attached resolution, by a four -fifths (4/5ths) affirmative vote, ratifying, confirming and approving the City Manager's written finding of an emergency, waiving competitive sealed bidding procedures and retroactively approving the selection of Terma North America, Inc. ("Terma") for the replacement of maritime radar antenna for Fire. Background of Item: Fire's Urban Area Security Initiative ("UASI") installed an antenna in early 2017 on the roof top of The Grand Condominium located at 1717 North Bayshore Drive, Miami, FL 33132. During hurricane Irma the antenna was destroyed by high force winds. A replacement antenna is required, in order to continue to be part of the region -wide counter terrorism/interdiction project ("Project") that covers the entire coast from Palm Beach County to Monroe County, and extending fifty (50) miles out to sea. The Project is a collaborative effort by local law enforcement agencies to prevent terrorism. Since the destruction of the antenna Miami -Dade County is the only inoperable system leaving our county open to potential attacks causing a national security issue. The purchase of the antenna was approved as an emergency under the City's Manager authority and was funded by UASI.
