A RESOLUTION OF THE MIAMI CITY COMMISSION, PURSUANT TO
SECTION 18-72 OF THE CODE OF THE CITY OF MIAMI ("CITY") FLORIDA,
AS AMENDED ("CODE"), AUTHORIZING THE ALLOCATION OF GRANT
FUNDS FROM THE MAYOR'S SHARE OF THE CITY'S ANTI -POVERTY
INITIATIVE ("API"), IN A TOTAL AMOUNT NOT TO EXCEED FIFTEEN
THOUSAND DOLLARS ($15,000.00) TO THE NATIONAL ASSOCIATION FOR
THE ADVANCEMENT OF COLORED PEOPLE, INC. ON BEHALF OF THE
MIAMI-DADE BRANCH OF THE NAACP, A FOREIGN NOT FOR PROFIT
CORPORATION ("NAACP"), THE NAACP SERVING AS THE GRANTEE, IN
SUPPORT OF THEIR SEPTEMBER 28, 2018 "EMBRACING OUR
PAST... BUILDING OUR FUTURE" EVENT; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.

WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty based on a strategy of focusing the provision of support towards City's
residents achieving self-sufficiency; and
WHEREAS, the National Association for the Advancement of Colored People, Inc.
("NAACP"), a foreign not for profit corporation, acting on behalf of the Miami -Dade Branch of the
NAACP, is seeking funding in support their September 28, 2018 "Embracing our Past... Building
our Future" event ("Event"); and
WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Mayor wishes to provide grant funds from the Mayor's share of the
City's API in an amount not to exceed Fifteen Thousand Dollars ($15,000.00) ("Funds") for the
event; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, in a form acceptable to the City
Attorney, for the allocation of funds for the event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.

Section 2. Pursuant to Section 18-72 of the City Code, the City Manager is authorized'
to allocate Funds from the Mayor's share of the City's API to NAACP in an amount not to
exceed Fifteen Thousand Dollars ($15,000.00) for the event.
Section 3. The City Manager is further authorized' to execute any and all documents
necessary, in a form acceptable to the City Attorney, for said purpose. The documents will
provide that the NAACP is serving as the Grantee.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
