AN EMERGENCY RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), DIRECTING THE CITY MANAGER TO WORK WITH THE
CITY OF MIAMI'S ("CITY") MAYOR, POLICE DEPARTMENT AND ANY AND
ALL OTHER APPROPRIATE CITY, COUNTY, STATE, AND FEDERAL
OFFICIALS AND AGENCIES TO TAKE ANY AND ALL NECESSARY ACTIONS,
INCLUDING EFFECTUATING A TEMPORARY STREET CLOSURE, SUBJECT
TO ALL COUNTY, STATE, AND FEDERAL REGULATIONS FOR THOSE
PORTIONS OF PUBLIC STREETS GENERALLY LOCATED ALONG
NORTHWEST 1ST AVENUE, NORTHWEST 1ST COURT, NORTHWEST 1ST
PLACE, NORTHWEST 2ND AVENUE, AND NORTHWEST 13TH STREET,
MIAMI, FLORIDA, UNDER THE DOLPHIN EXPRESSWAY, AS SHOWN ON
IMMEDIATELY PROTECT THE HEALTH, SAFETY, AND WELFARE OF CITY
RESIDENTS; MAKING FINDINGS; CONTAINING A SEVERABILITY CLAUSE;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the areas along the portions of public streets generally located along
Northwest 1st Avenue, Northwest 1st Court, Northwest 1st Place, Northwest 2nd Avenue, and
allas shown in
attached and incorporated, may pose a risk to the public health, welfare, and safety
of the residentas a large population of individuals gathering in this
concentrated area havepotentially created a sanitation and health hazard; and
WHEREAS, pursuant to Section 2-33(e) of the Codeof the City of Miami, Florida, as
amended, the City Commission unanimously deems this Resolution to be of an emergency
nature
residents; and
WHEREAS, the City Commission directs the City Manager to take any and all necessary
actions, including but not limited to temporary street closures subject to all County, State, and
Federal regulations to eliminate any and all potential threatsto the public health, welfare, and
safety of the City residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1.The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2.The City Commission directs the City Manager to work with any and all
appropriate City, County, State, and Federal officials and agencies to take any and all
necessary and appropriate actions, including effectuating a temporary street closure,subject to

all County, State, and Federal regulations of those portions of the Streets, all as shown in
,attached and incorporated, to immediately protect the health, safety, and welfare of
the Cityresidents.
Section 3.If any section, part of a section, paragraph, clause, phrase, or word of this
Resolutionis declared invalid, theremaining provisions of this Resolutionshall not be affected.

Section 4.This Resolution shall become effective immediately upon its adoption.
APPROVED AS TO FORM AND CORRECTNESS:

If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
