Negotiated as part of the lease between Miami -Dade County and RVVyN| is the expansion of the bus terminal which requires the widening of the property in order to build an eno|ooed, air conditioned bus terminal for the ridership which will include kiosks for the sale of incidentals and o5.00Osquare foot retail building fronting Biscayne Boulevard in keeping with the design intent Miami 21 and onasding a visual buffer to the bun activity to the east. The widening of the bum terminal footprint is necessary not only for the benefit of the ridership of Miami -Dade Transit but is technically required in order for the facility to be able to handle the different sized buses that will use it, particularly the double buses often referred to as articulated buses. The addition of e higher quality air conditioned bus terminal and opportunity to accommodate larger buses is the reason for the vacation and closure of ME 14th Terrace. The proposed closure and vacation received unanimous approval at the September 25, 2017 Plat & Street Committee meeting. follows: The Applicant's proposal meets the criteria of Section 55-15(c)(1)-(4) of the City Code as 1. Is it in the public interest, or would the general public benefit from the vacation of the rights -of -way or easements? It is in the public interest to vacate NE 14 Terrace. The street is approximately 30 feet in width where today's standards call for a 50 foot width, rendering it a substandard right-of-way. It only services the Applicants' Property and no others. The transformative transit project described above can only move forward if this right-of-way is vacated. 2. Is the general public no longer using the rights -of -way or easement, including public service vehicles such as trash and garbage trucks, police, fire, or other emergency vehicles? The street is rarely trafficked, even by the general public. It is a one-way eastbound street from Biscayne Boulevard to North Bayshore Drive, where it terminates. It is not currently used for solid waste services. Given its substandard width, Fire -Rescue vehicles would have great difficulty turning onto and navigating NE 14 Terrace. The vacation and closure will eliminate an inactive street and allow for the redevelopment of the Property with active uses that place eyes on the nearby streets, enhancing police services. 3. Would there be no adverse effect on the ability to provide police, fire, or emergency services? There would be no adverse effect on these services. The Property will continue to have frontages on three sides. The three remaining sides are either major or minor arterial roadways (Biscayne Boulevard, NE 15th Street, and North Bayshore Drive) that are more easily accessed by these necessary services than the street to be vacated. 4. Would the vacation and closure of the rights -of -way or easements have a beneficial effect on pedestrian and vehicular circulation in the area? The street is substandard in width and is more akin to an alley. It does not facilitate or continue the established grid of streets in the area. The street is detrimental to vehicular circulation as it is one-way from Biscayne Boulevard to North Bayshore Drive where it terminates at a stop sign. Vehicles turning left (northbound) onto North Bayshore Drive are forced to perform the risky maneuver of crossing two (2) heavily traveled lanes of southbound traffic heading towards the MacArthur Causeway, without a signal. NE 14 Terrace is inactive and uninviting for pedestrians who are better served by traversing NE 14th or 15th Streets, located nearby. Standard Comments 39. A letter from Comcast is required to determine if any adjustments to their facilities or easements are required. 40. Verify with Miami -Dade County that the proposed plat name is acceptable. 41. All encroachments across proposed tract and/or lot lines must be removed prior to final plat submittal. 42.
