A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), APPROVING THE CITY OF MIAMI'S ("CITY") FISCAL
YEAR 2018-19 MULTI -YEAR CAPITAL PLAN, AND CHANGES
THERETO AS SET FORTH IN THE CITY MANAGER'S MEMORANDUM
DEFINED BELOW DATED SEPTEMBER 4, 2018 ATTACHED AND
INCORPORATED AS SUBMITTAL-CHRIS ROSE -EXHIBIT "A"
(COLLECTIVELY, "PLAN"), AS REQUIRED PURSUANT TO THE
COMMUNITY PLANNING ACT, SPECIFICALLY SECTIONS 163.3161
AND 163.3177, FLORIDA STATUTES (2018), AND CHAPTER
18/ARTICLE IX/DIVISIONS 1 AND 2 OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, TITLED "FINANCIAL/FINANCIAL
POLICIES/ANTI-DEFICIENCY ACT/FINANCIAL INTEGRITY
PRINCIPLES," TO SET FORTH THE CITY'S FISCAL NEEDS FOR
CAPITAL IMPROVEMENTS, SUBJECT TO AN ANNUAL PLAN REVIEW,
TO DETERMINE PROJECT PRIORITIES, TO ADD NEW CAPITAL
PROJECTS, AND TO MODIFY FUNDING ALLOCATIONS AS
NECESSARY; PROVIDING FOR INCORPORATION OF SUBSEQUENT
AMENDMENTS TO THE PLAN; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, a capital improvement programming process to support the Miami
Neighborhood Comprehensive Plan is required pursuant to the Community Planning Act ("Act"),
specifically, Sections 163.3161 and 163.3177, Florida Statutes (2018), and Chapter 18/Article
IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as amended ("City Code"), titled
"Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity Principles"; and
WHEREAS, the City of Miami's ("City") original Fiscal Year 2018-19 Proposed Multi -Year
Capital Plan as presented to the City Commission, filed with the City Clerk, and posted on the
City's website on July 9, 2018 and as further modified in the City Manager's Memorandum,
attached and incorporated as Exhibit "A," (collectively, "Plan") incorporate the Fiscal Year 2017-
18 Multi -Year Capital Plan set forth in Resolution No. R-17-0445 adopted September 19, 2017,
as subsequently amended by Resolution No. R-17-0475 adopted September 28, 2017,
Resolution No. R-17-0489 adopted October 12, 2017, Resolution No. R-17-0541 adopted
November 16, 2017, Resolution No. R-18-0071 adopted February 22, 2018, Resolution No. R-
18-0176 adopted April 26, 2018, Resolution No. R-18-0194 adopted May 10, 2018, Resolution
No. R-18-0233 adopted June 8, 2018, and Resolution No. R-18-0247 adopted June 14, 2018;
and
WHEREAS, the Plan is a policy and management tool to plan municipal borrowing and
indebtedness over a period of time, to establish annual expenditures within a framework of long-
range fiscal requirements, and to serve as an official statement of the City's development plans;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Plan as presented to the City Commission, filed with the City Clerk, and
posted on the City's website on July 9, 2018, is incorporated herein by reference and is modified
and amended to include all of the applicable changes contained in the City Manager's
Memoranda, attached and incorporated as Exhibit "A" and in Exhibit "B", regarding the City's
Operating and Capital Budgets and is hereby approved by the City Commission pursuant to
Sections 163.3161 and 163.3177, Florida Statutes (2018), and Chapter 18/Article IX/Division 1
and 2 of the City Code to set forth the City's fiscal needs for capital improvements, subject to an
annual Plan review, to determine project priorities, to add new capital projects, and to modify
funding allocations, as necessary.
Section 3. Subsequently, the Plan shall incorporate all amendments thereto as
approved by the City Commission.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of the ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
