Purpose of Item:
The nature of this item is to present the Bayfront Park Management Trust (BPMT)
Operating & Capital Improvement Budgets for FY 2018-19 to the City of Miami
Commission for approval and adoption. The BPMT budget provides for the operation,
maintenance and capital improvements of the Mildred and Claude Pepper Bayfront Park
and Museum Park in the amount of $11,712,728.
Background of Item:
The Bayfront Park Management Trust (Trust) was created by the Miami City
Commission to direct, operate, manage and maintain all aspects of Bayfront and
Museum Parks. The Trusts operates on earned income and receives no funding from
the City of Miami. Pursuant to Section 38-109 of the Code of the City of Miami, Florida,
the Trust submits its annual budget to the City Commission for approval.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AND ADOPTING THE ANNUAL BUDGET OF THE BAYFRONT PARK
MANAGEMENT TRUST, IN THE AMOUNT OF $11,117,728.00, ATTACHED AND
INCORPORATED, TO PROVIDE FOR THE MANAGEMENT, OPERATIONS,
MAINTENANCE AND CAPITAL IMPROVEMENTS OF THE MILDRED AND CLAUDE
PEPPER BAYFRONT PARK AND MUSEUM PARK, FOR THE FISCAL YEAR
COMMENCING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019.
WHEREAS, the Bayfront Park Management Trust ("Trust") is a limited agency and
instrumentality of the City of Miami ("City") created pursuant to Ordinance No. 10348 adopted
November 19, 1987 as subsequently amended by Ordinance No. 10571 adopted Aprill3,
1989; Ordinance No. 10688 adopted January 11, 1990; Ordinance No. 10928 October 3,
1991; Ordinance. No. 11044 adopted March 11, 1993; Ordinance No. 11107 adopted
December 16, 1993; Ordinance No. 11130 adopted March 24, 1994; Ordinance No. 11151
adopted May 23, 1994; Ordinance No. 11189 adopted October 27, 1994; Ordinance No.
11348 adopted March 14, 1996; Ordinance No. 11373 adopted June 27, 1996; Ordinance No.
11564 adopted October 28, 1997; and Ordinance No. 12439 adopted November 13, 2003;
and
WHEREAS, the Trust is responsible for directing, operating, managing, and maintaining
all aspects of Mildred and Claude Pepper Bayfront Park and Museum Park ("Parks"); and
WHEREAS, Section 38-109 of the Code of the City of Miami, Florida, as amended,
provides that the Trust shall submit its annual budget for the management, operation,
maintenance, and capital expenditures of the Parks to the City Commission for approval; and
WHEREAS, the governing body of the Trust reviewed and approved the Trust's annual
budget for Fiscal Year 2018-2019 on August 29, 2018; and
WHEREAS, the Trust requests the approval of the budget for the Fiscal Year
commencing October 1, 2018 and ending September 30, 2019 in the amount of
$11,712,728.00;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Trust's annual budget in the amount of $11,712,728.00, attached and
incorporated as Exhibit "A", to provide for the management, operation, maintenance, and capital
improvements of the Parks for the Fiscal Year commencing October 1, 2018 and ending
September 30, 2019 is approved and adopted.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
