PREPARED FOR Mayor Suarez Prepared By: Ruban Roberts RER CONSULTING LLC 11335 NW 172TER MIAMI, FL 33169 7 14 1 M 14 1 Empowering communities t rough strengthening families CONSULTING Executive Summary RER Consulting is pleased to work in conjunction with the City of Miami (City), City of Miami Police Department (CMPD), and City of Miami residents to offer a Community Engagement Training. RER understands that the City would like to continue to improve relationships between Police officers and City residents. Historically police shootings of urban citizens by the CMPD has contributed to the chasm between both groups. However, efforts such as this proposed one are needed to continue to build trusting relationships between Police officers and inner city community members. Research suggest that communities where there are strong alliances between police and community members generally have lower instances of criminal activity. RER's workshops are designed to stimulate communication between Police officers and community members via focus group discussions. Historically these group discussions have proven to help community members and Police officer become more aware and appreciative of each other's perspectives. Ultimately the goal of this community engagement training and dialogue is to establish trusting relationships and improving the alliance between community members and City's Police Officers. Purpose This proposal is being submitted to Mayor Francis Suarez of The City of Miami for the express purpose of providing community engagement focus group sessions between residents of the City and City of Miami Police Officers. Goals Develop and facilitate engagement training and focus group sessions for community residents with the close involvement of the CMPD. • Develop and facility pre focus group training • Develop facilitate focus groups discussions between the City's youth and City Police Officers. Proposal RER's staff proposes to provide a series of 5 community engagement workshops with the community and have City Police Officers present. The 5 focus groups sessions will include 2 14 1 M 14 1 Empowering communities t rough strengthening families CONSULTING teenagers and Police within the City's Boundaries. The focus group sessions will be held in the community at local parks, churches, or youth programs identified by RER staff. RER staff will work in conjunction with local churches, parks, community -based organizations, and the CMPD. While, command staff will identify officers that work in the identified community to participate in the community engagement training. These engagement workshops are designed to strengthen community member's positive engagement with Police officers. The items listed below are itemized costs associated with training package for this proposal: Services Community Engagement Workshops with CMPD (5 Workshops) Focus Group Sessions (5 Group Sessions) Total The following is a complete list of all project deliverables: Deliverable Develop and Facilitate police and youth engagement focus groups. Costs $7,500.00 $7,500.00 $15,000.00 Description 5 Police Community Engagement Workshops and 5 Focus group sessions with Police and youth will be facilitated by RER staff. The Police Community Engagement Workshops are designed allow community members who have difficulty trusting Police officers based on historic interactions to build a rapport with CMPD. The focus group discussion is designed to stimulate candid dialogue between Police officers and local community youth from the areas that the identified police patrol. Supplied Material The following materials are to be supplied by the City to meet project milestones, this material must be supplied on schedule. The due dates included in the following table represent our best guess based on currently proposed project dates: Materials to be supplied by City Facility for focus group sessions LCD Projector or LCD TV for projecting Power Point Presentations and Video's Email notices and flyer distribution to participating police officers and youth.
