Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project entitled: "FY 17 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program," consisting of a grant award from the U.S. Department of Justice,
Office of Justice Programs, Bureau of Justice Assistance, in the amount of $336,717, to
provide funding in support of criminal justice initiatives for planning, evaluation, and
technology improvement projects for the City of Miami Police Department (MPD);
authorizing the City Manager to execute the grant agreement, in substantially the
attached form, and any other documents in order to implement the acceptance and
administration of said grant award.
Background of Item:
In response to the JAG 2017 local solicitation announcement, the City of Miami
submitted a grant application to the U.S. Department of Justice, Office of Justice
Programs and was awarded $336,717. This JAG award will provide funding in support
of criminal justice initiatives, equipment purchases or funded initiatives such as
overtime, task forces, drug programs, information sharing that aimed at reducing crime
and/or enhancing public/officer safety.
Specifically, funds will be used to purchase the following:
Ballistics Testing & Forensic Imaging Systems
• To successfully transition to in-house firearms testing and ballistics analysis,
instead of sending casing evidence to the County for analysis.
Rapid DNA Profiling Technology
• To have the capability of conducting rapid DNA analysis and dramatically
decrease wait times.
With these improved capabilities, the police department's Investigative Support Section
will be better prepared to respond to current crime trends, resolve crimes and ensure
public safety.
This grant is awarded for a period of four (4) years, beginning October 1, 2016, through
September 30, 2020. This award does not require any local match.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FISCAL YEAR ('FY')
2017 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM,"
CONSISTING OF A GRANT AWARD FROM THE UNITED STATES DEPARTMENT
OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, BUREAU OF JUSTICE
ASSISTANCE, IN THE AMOUNT OF $336,717.00 TO PROVIDE FUNDING FOR
PLANNING, EVALUATION, AND TECHNOLOGY IMPROVEMENT PROJECTS IN
SUPPORT OF CRIMINAL JUSTICE INITIATIVES FOR THE MIAMI POLICE
DEPARTMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY OTHER
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
IN ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF AND
COMPLIANCE WITH SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") has been awarded a grant from the
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, in the
amount of $336,717.00 to provide funding for planning, evaluation, and technology
improvement projects in support of criminal justice initiatives ("Projects"); and
WHEREAS, the Projects will expand and improve the operations of the Miami Police
Department by enabling it to provide better services to the City's residents and visitors; and
WHEREAS, this award does not require any local match; and
WHEREAS, said grant is awarded for a period of four (4) years, beginning October
1, 2016 and ending September 30, 2020;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources
are appropriate as described below:

Section 3. The City Manager is authorized' to execute the grant agreement, in
substantially the attached form, and any other necessary documents, in a form acceptable
to the City Attorney, in order to implement the acceptance, administration of, and
compliance with said grant.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
