A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT GRANT FUNDING IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED THOUSAND DOLLARS
($100,000.00) ("GRANT") FROM BLOOMBERG PHILANTHROPIES FOR THE
TESTING AND PROTOTYPING PHASE OF THE 2018 MAYORS CHALLENGE
PRECEDING THE DEVELOPMENT OF A DATA -DRIVEN INTERACTIVE WEB
PLATFORM TO INFORM STAKEHOLDERS ABOUT MITIGATION OPTIONS
RELATED TO SEA LEVEL RISE ("PROJECT"); ESTABLISHING A SPECIAL
REVENUE PROJECT, ENTITLED "2018 MAYORS CHALLENGE GRANTS", AND
APPROPRIATING SAID GRANT FOR SAID PURPOSE FOR THE PROJECT;
FURTHER AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT A SUPPLEMENTAL APPLICATION FOR THE DEVELOPMENT PHASE
OF THE 2018 MAYORS CHALLENGE, TO ACCEPT ANY FURTHER GRANT
AWARDS, AND TO NEGOTIATE AND EXECUTE ANY AND ALL GRANT
AGREEMENTS, RENEWALS, EXTENSIONS, MODIFICATIONS, AMENDMENTS,
AND OTHER NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION
OF, AND COMPLIANCE WITH SAID GRANT(S) FOR THE PROJECT, SUBJECT
TO BUDGETARY APPROVAL AT TIME OF NEED.

WHEREAS, the City of Miami ("City") has been designated a Champion City by and
awarded a grant of not to exceed one hundred thousand dollars ("$100,000.00) ("Grant") from
Bloomberg Philanthropies to fund the testing and prototyping phase of the 2018 Mayors
Challenge preceding the development of a collaborative visual storytelling data platform; and
WHEREAS, pursuant to the Grant guidelines, the City is required to allocate funding
towards the testing and prototyping phase as described in the Grant budget and budget
narrative, with the purpose of galvanizing community and partner collaboration around data
related to sea level rise ("Project"); and
WHEREAS, the City shall comply with the aforementioned Grant guidelines throughout
the progression and execution of the Project, the first phase of which begins upon receipt of the
Grant funds and concludes on August 20, 2018 when a supplemental application is due to enter
the City's prototype Project into the final review and selection phases for the 2018 Mayors
Challenge;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the Grant in an

amount not to exceed one hundred thousand dollars ($100,000.00) from Bloomberg
Philanthropies for the Project.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2018 Mayors Challenge Grants
RESOURCES: Bloomberg Philanthropies $100,000.00
APPROPRIATIONS: 2018 Mayors Challenge Grants $100,000.00
Section 4.The City Manager or his designee is authorized to submit a supplemental
application for the development phase of the 2018 Mayors Challenge, to accept any further
grant awards, and to negotiate and execute any and all grant agreements, renewals,
extensions, modifications amendments, and other necessary documents, in a form acceptable
to the City Attorney, to implement the acceptance and administration of and compliance with
said grant(s) for the Project subject to budgetary approval at time of need.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.1

Congratulations on being named a Bloomberg Philanthropies 2018 Mayors Challenge Champion
City.
As a Champion City, Miami will receive a total of up to $100,000 to support the testing phase of
your idea. These funds should be used in accordance with the testing plan and budget that was
submitted with your application, The grant will commence upon receipt of payment and will
conclude on August 20, 2018 when final applications are due for the Bloomberg Philanthropies
Mayors Challenge. If all funds are not expended by that time, the City should provide a written
proposal for use of the remaining funds to continue to advance this idea for approval by
Bloomberg Philanthropies. We expect that the City will adhere to all applicable laws, regulations
and procurement rules.
The final Mayors Challenge application will ask you to report on the outcome of the City's
testing phase. Additional interim reports may be requested at any time.

City of Miami Budget Narrative
We will conduct four tests to validate four core assumptions of our idea:
• Assumption 1: Data experts can agree on a set of "priority data points" related to
climate risk that can be used to inform residents, reduce uncertainty, and drive
mitigation activities. (Tested early April)
Test 1: City will organize a "Data Expert Speed Dating / Data Mixer" event. This
"gamified" experience will convene data experts/owners, ask them to "pitch their
data point in under 2 minutes", speed -dating -style to each other. Experts will be
given a form by which to rate each other's pitches. The goal is to very quickly rate
existing data sets, gather quantitative data, and have data experts learn about other
data sets. The mixer portion of the event will ask experts (having learned from speed dating
intro) to self organize into related data sets. The exercise will help us understand how experts currently
understand resilience data and how they think it should be organized.
• Assumption 2: Residents and other stakeholders can make better decisions if presented
with data -driven "stories". (Tested early April — May)
• Test 2: We will present residents with "stories" crafted from priority data (identified
in Test 1) and then ask them to a) think aloud b) complete a short quantitative
survey c) ask them to co -create a mitigation activity or visualization that directly
relates to one of the presented priority data points/data stories.
• Assumption 3: Users will be able to make better decisions if presented with certain
types of data visualizations (May/June/July)
• Test 3: Data Illustrator will compose a variety of data visualization options (from sketches to more
refined iterations; based on lessons learned in Test 2) to see which resonate with users during testing.
Users will be convened to conduct a series of A/B tests.
Assumption 4: Users will be able to make better decisions and be more engaged in
mitigation efforts if they can make adjustments to variables in an interactive, web -based
environment. (May/June/July)
• Test 4: Very basic interactive iterations of data illustrations from Test 3 will be built to test how users
interact when allowed to adjust variables. This will only include a very limited set of variable. Also,
functionality will be very limited to only test minimum viability. A data architect will be engaged at this
phase, only to assess the feasibility of bringing together the identified priority data sources in future
phases.
In order to test these assumptions, the bulk of the Mayors Challenge grant funds will go to:
• Development of data Illustrations to testa variety of data visualization techniques / options with goal of
identifying which drive most engagement in users.
• Hiring a product manager with expertise in user experience design, software dev to
make sure testing and project design stay on a steady rhythm with an eye toward
eventual web tool. Project Manager will drive A/B testing early on and transition into
development of early -stage minimum viable product (MVP) toward last couple moths of
engagement.
• Engaging a Data Architect to provide initial assessment of how best to architect/ integrate data sets
from different sources. This will provide important insights about overall technical feasibility of project.
• Event Food, supplied, post -its
• Marketing materials
• Software Subscriptions (possibly data exploration / illustration, A/B testing tools;
dependent on needs of consultants)
• Laptops, printing, and office supplies
