SUPPORTING THE JOINT FINAL APPLICATION OF BOTH THE CITY OF MIAMI AND
CITY OF MIAMI BEACH FOR THE FINAL PHASE OF THE 2018 U.S. MAYORS
CHALLENGE ("BLOOMBERG MAYORS CHALLENGE"), SPONSORED BY
BLOOMBERG PHILANTHROPIES ("BLOOMBERG"); FURTHER AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO MOVE FORWARD TO ENSURE ALL
NECESSARY STEPS AND DOCUMENTS ARE COMPLETED IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR THE CITY TO BE INCLUDED IN THE
JOINT APPLICATION PROCESS, WITH ASPIRATIONS OF INCREASING THE
CHANCES OF BEING SELECTED AS ONE OF THE FINAL WINNING CITIES TO
DEVELOP IMPORTANT TOOLS FOR STRENGTHENING THE RESILIENCE OF OUR

BLOOMBERG PHILANTHROPIES ("BLOOMBERG"); FURTHER AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO MOVE FORWARD TO ENSURE ALL

RESIDENTS, BUILT ENVIRONMENT AND ECONOMY TO INCREASED FLOOD -
RISKS.
WHEREAS, Bloomberg Philanthropies ("Bloomberg") is sponsoring the 2018 U.S.
Mayors Challenge ("Bloomberg Mayors Challenge"), a nationwide competition that
encourages City Leaders to uncover bold, inventive ideas that confront the toughest
problems Cities face, including climate change; and
WHEREAS, in February 2018, the City of Miami ("City") was designated a
Champion City by and awarded a grant of not to exceed one hundred thousand dollars
("$100,000.00) ("Grant") from Bloomberg to fund the testing and prototyping phase of the
Bloomberg Mayors Challenge preceding the development of a collaborative visual
storytelling data platform; and
WHEREAS, in April 2018, the City adopted Resolution 18-0169, which accepted
the Grant; and
WHEREAS, both the City and City of Miami Beach ("Cities") face increased flood -
risks associated with sea level rise and decided to develop innovative communication
tools that provide residents with solutions to the flood -risks; and
WHEREAS, with a history of strong collaboration on these shared issues
(including the 100 Resilient Cities partnership), Bloomberg directed both Cities to develop
and test their ideas and coordinate with each other to jointly submit a final application on
or before August 20, 2018 for funding to develop final work products; and
WHEREAS, in October 2018, Bloomberg is expected to announce the five (5)
winning cities which will receive amounts between one million ($1,000,000.00) and five
million ($5,000,000.00) dollars in funding to develop final working products; and
WHEREAS, the Miami City Commission wishes to include this Resolution in
support of jointly submitting the final application with aspirations of being selected as
one of the final winning cities, to develop these important tools for strengthening the
resilience of our residents, built environment and economy to increased flood -risks;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby supports the joint final application of
both the City of Miami and City of Miami Beach for the final phase of the Bloomberg Mayors
Challenge.
Section 3. The City Manager is authorized' to ensure all necessary steps and
documents are completed in a form acceptable to the City Attorney.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
