INTER -OFFICE MEMORANDUM
TO: Emilio T. Gonzalez, City Manager DATE: July 10, 2018
FROM: Milton Vickers, Senior Advisor
to the City Manager for -the Off of
Community In
SUBJECT: $35,000 to The Sundari
Foundation, Inc. for meals at Lotus Village
BACKGROUND
The Sundari Foundation, Inc. ("the organization") works through Lotus House at the Lotus Village
to serve high special needs homeless women, youth and children in Miami -Dade: 74% are Black;
22% Latina and 4% White/Other; ages 0-80's. 98% have significant urgent/unmet medical/mental
health conditions, 95% are trauma survivors, 15% are 55+ and 21.6% have complex medical needs.
Over 80% of those we serve are successfully placed in housing outside the shelter system. Lotus
Village is a center for innovation with effective methods to end and prevent homelessness for
children and families who are amongst the most fragile and needy. Lotus Village recently
expanded the capacity of Lotus House to shelter 490+ women, youth and children (or an estimated
900+ per year). This allocation will aid with food and meal expenses at Lotus Village.
As they are familiar with the needs of the community and requirements imposed by the City, it would
be advantageous to the City to expedite the allocation and waive procurement requirements at this
time. Providing these funds to the organization will allow more youth to obtain these services
immediately, with no added time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed
bidding methods as not being practicable or advantageous to the City as set forth in the City Code
of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written
findings and the forwarding of the same to the City Commission for ratification by a four -fifths
vote is respectfully requested.
