Gonzalez, City Manager DATE: June 11, 2018 FROM: Milton Vickers, Senior Advisor SUBJECT: $100,000 not to exceed $200,000 on behalf of the City Mana r's ffice for two (2) years of consecutive funding BACKGROUND City Year, Inc. ("the organization") is an education organization fueled by national service that partners with urban public schools in high -poverty communities to help keep students in school and on track to graduate. City Year AmeriCorps members commit to a year of full-time service in schools, where they tutor students one-on-one, provide support in classrooms and organize school -wide initiatives to improve school culture. The funds being provided to the organization will sponsor a City Year team for 2 years; $15,000 from the FY 2017-2018 City Manager's Reserve to fund the first part of the 2018-2019 school year with a $100,000 proposed in next year's budget, in a total amount not to exceed $200,000 for two (2) consecutive years of funding of $100,000 per year. This is allocation is continuation of sponsorship that began last year for three (3) years of consecutive funding, pending commission approval. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
