Resolution 2018-68: Authorization to increase the total amount of youth
development funding to be awarded for high quality after -school and summer
programming for elementary, middle, and high school children and youth,
from the initially -approved amount of $48,472,504.00 by $5,307,123.00, for
a combined total amount not to exceed $53,779,627.00 annually, for a 5-
year funding cycle to begin August 1, 2018. (Pgs. 8-9)
Resolution 2018-69: Authorization to. negotiate and execute a third year
and final contract with Health Choice Network of Florida, Inc., for the
maintenance and support of The Children's Trust's school health programs'
utilization software, in a total amount not to exceed $500,000.00, for a term

Resolution 2018-71: Authorization to negotiate and execute contracts with 96 providers, identified
herein, to deliver high quality after -school and summer programming for elementary school children, in a
combined total amount not to exceed $36,384,268.00 each for a term of up to 12 months, commencing
August 1, 2018 and ending July 31, 2019 for year-round and school year programs, and commencing
March 1, 2019 and ending August 31, 2019 for summer only programs, with four remaining annual
renewals. (Pgs. 14-18) See the attached list in the resolution.
Resolution 2018-72: Authorization to negotiate and execute contracts with 77 providers to deliver high
quality after -school and summer programming for middle and high school youth, in a combined total
amount not to exceed $17,395,359.00, each for a term of up to 12 months, commencing August 1, 2018
and ending July 31, 2019 for year-round and school year programs, and commencing March 1, 2019 and
ending August 31, 2019 for summer only programs, with four remaining annual renewals. (Pgs. 19-22)

Resolution 2018-73: Authorization to negotiate and execute contracts with 43 providers, identified
herein, to deliver evidence -based parenting services, in a combined total amount not to exceed
$14,160,567,00, each for a term of 12 months, commencing August 1, 2018 and ending July 31, 2019,
with four remaining 12-month renewals. (Pgs.23-28). See the attached list in the resolution.
Resolution 2018-74: Authorization to negotiate and execute contract amendments to extend eight
contracts for five months through November 30, 2018 and increase funding to correspond with the
additional five months of service, in order to align sunsetting contracts with the competitive solicitation
funding cycles anticipated to begin December 1, 2018, in a total additional amount not to exceed
$573,674.00. (Pgs. 29-30)
Resolution 2018-75: Authorization for a procurement waiver from competitive solicitation and
authorization to negotiate and execute a contract with A Little Kingdom, Inc. to provide 90 afterschool
slots and 195 summer slots to prevent a service gap for children in kindergarten through 6th grade in the
Homestead area, in a total amount not to exceed $190,282.00, for a term of four months, commencing
April 1, 2018 and ending July 31, 2018. (kgs.:31 32)
Resolution 2018-76: Authorization to negotiate and execute a 12-month contract renewal with Miami
Dade Family Learning Partnership for the Read to Learn Book Club, In an amount not to exceed

Resolution 2018-47 (Amended): Resolution# 2018-47, which was approved by the Board of Directors
on March 12, 2018, included a clerical error. It reversed the amount of funding awarded to two providers.
This resolution seeks to correct the recommended amount to reflect the correct dollar amount awarded to
University of Miami Department of Psychology, $225,916.00, and University of Miami Miller School of
Medicine for Child Development, $191,395.00; no other changes are made to the already approved

Priority Investment Area: Parenting: Group, Advocacy, Home Visitation
and Individual Parenting Supports.
Headline Community Result(s): Children are supported by nurturing and
involved parents; children are ready for kindergarten; students are
succeeding academically; children behave appropriately in schools,
homes and communities; and youth successfully transition to
adulthood.
Recommended Action: Authorization to negotiate and execute contracts with 43 providers,
identified herein, to deliver evidence -based parenting services, in
a combined total amount not to exceed $14,160,567.00, each for
a term of 12 months, commencing August 1, 2018 and ending July
31, 2019, with four remaining 12-month renewals.
Budget Impact: Funding in the amount of $14,160,567.00 is allocated for FY 2017-
18 and is projected to be available in FY 2018-19.
Description of Services: All parents and families, regardless of their circumstances, face
inevitable parenting challenges and can benefit from responsive supports. Effective,
consistent and supportive parenting prepares children for a lifetime of success. The Children's
Trust funds a continuum of evidence -based and promising programs that include group,
advocacy, home visitation and individual supports. Programs offer professional and peer
support, education and skill -building opportunities for parents and primary caregivers from
the prenatal period through transition to adulthood. The focus is on increasing positive parent -
child interaction and communication.
Additionally, in line with The Children's Trust's strategic focus on community engagement,
this initiative includes parent advocacy training and supports for leadership development to
increase awareness and action related to children's issues, parental Involvement,
volunteerism and civic engagement.
Programs will be offered in homes, pediatric offices and other settings, such as child care
centers and schools, throughout under -served communities with high need. They offer skill -
building opportunities for parents of children birth to 18 (up to 22 for families with children
with disabilities) with a focus on child health, development and school readiness through
encouraging positive nurturing parent -child relationships. Parents are provided the
opportunity to connect and support each other as they learn and practice new parenting skills.
The following 43 programs demonstrated their capacity, expertise and qualifications to
provide evidence -based parenting programming through a competitive solicitation process
and are recommended for funding, Through these awards, parenting supports will be available
for a total of 6,120 families.

Background: On September 18, 2017, the board of The Children's Trust approved the
allocation of funds across multiple priority investment areas with funding cycles ending in the
2017-18 fiscal year. A total of $14,805,000.00 was approved for the Parenting portfolio.
The Children's Trust issued a competitive request for proposal, RFP#2018-03, on January 16,
2018. A total of 52 agencies submitted 63 applications, requesting $23,015,461.69. The
comprehensive review process included independent program application rating by three
trained reviewers, a review team debriefing, a fiscal audit review, interviews for some
applicants, an initiative -wide review and a cross -portfolio review. Consideration was given as
to programs' past performance, costs, duplication and priority under -served geographic areas.
