The City is matching in -kind services in the amount of $10,795.00, corresponding to the services provided to the program by the City's Education Initiative Coordinator as part of her regular working hours. This resolution appropriates the grant and establishes a new special revenue project for said purposes and further authorizes the City Manager to negotiate and execute professional service agreements and all related amendments, documents, necessary extensions and modifications to accept the award. WHEREAS, the City of Miami's ("City") Office of Grants Administration ("OGA") has been awarded one (1) reimbursement grant from The Children's Trust ("Trust") for the City's Families First Parenting Program ("Program") in an amount not to exceed $173,170.00 ("Grant") commencing August 1, 2018 through July 31, 2019; and WHEREAS, the Program is comprised of a cooperative effort between the OGA and one (1) for -profit organization, Exceptional Consulting for Educational Leaders, Inc. (collectively, the "Service Providers") for its successful implementation; and WHEREAS, the goal of the Program is to offer a parenting program designed to incorporate literacy skills, parent -child activities, strengthen oral language development, give parents a venue to share concerns, learn new behavior strategies, and connect parents to a variety of support family stability; and WHEREAS, the City Manager and the OGA are requesting for the City Commission to authorize the City Manager to negotiate and execute and, if necessary, to amend, extend, or modify, after consultation with the City Attorney, an agreement for the period from August 1, 2018 through July 31, 2019; and WHEREAS, under the Grant, the City is required to provide an in -kind match in the amount of $10,795.00; and WHEREAS, the City Manager and the OGA are requesting the appropriation of said Grant funding and the City's in -kind match for the Program and to fund the respective Service Providers for the initial Fiscal Year 2018-2019; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept a total amount of $173,170.00 in the form of a reimbursement Grant from the Trust to the OGA for the Program and the City's in - kind services match in the total amount of $10,795.00, corresponding to the services provided to the program by the City's Education Initiatives Coordinator within her regular working hours, is authorized to fund the Program administered by the OGA at various day care centers within the City. Section 3. The following new Special Revenues Project is established and resources are appropriated as described below: FUND TITLE: RESOURCES: APPROPRIATIONS: "The Children's Trust Grant for Education Initiatives 2018-2019 Families First Parenting Program" The Children's Trust City of Miami's In -Kind Match $173,170.00 $10,795.00 $183,965.00 Section 4. The City Manager is further authorized' to negotiate and to execute an agreement with Trust and to negotiate and execute all other necessary amendments, extensions, and modifications to implement the acceptance of and compliance with the Grant award for said purposes for the period commencing August 1, 2018 through July 31, 2019, with the options to renew for up five (5) additional similar periods at the same not -to -exceed amounts under the same terms and conditions for the program, subject to budgetary approval at time of need, all in a form acceptable to the City Attorney. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 'The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited, to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. APPROVED AS TO FORM AND CORRECTNESS:
