The Center has a solid record of providing technical services to communities in the areas of economic development, housing, transportation and land use planning. The Center's approach to providing technical services is to take into account the unique needs of individual communities, while adhering to recognized methodologies for data analysis and reporting. The Center houses the ongoing South Florida Regional Database Project, which includes asset mapping, best ---practice research, and full in-house Remote Sensing and Geographic Information Systems (GIS) capabilities. Moreover, the Metropolitan Center is a Census Information Center (CIS), which allows for early access to release data and data with restricted use. The Center's unique expertise is our ability to formulate comprehensive solutions to complex public policy issues. The Center's senior leadership has over 100 years of experience in strategic analysis, economic development, regional and municipal economic development, transportation analysis and planning, public forums, focus groups and survey and public opinion analysis. Our multi -disciplinary team of experts has the capacity to deliver high quality plans with strong community support, with an established record of successful implementation. The Center has produced many successful housing studies and plans in Miami -Dade and South Florida, including: The Dynamics of Affordable Housing in Miami -Dade County; City of Fort Lauderdale Housing and Economic Analysis; Broward County Affordable Housing Linkage Fee Nexus Study City of Marathon Workforce Housing Needs Assessment and Action Plan; Miami -Dade County Workforce Housing Needs Assessment; 8roward County Affordable Housing Needs Assessment; City of Miami Gardens Housing Market Assessment; Rental Housing Study for Palm Beach and Martin Counties; Palm Beach County Affordable Housing Needs Assessment; Monroe County Affordable Housing Needs Assessment; City of Boynton Beach Affordable Housing Needs Assessment. In addition, the Metropolitan Center has the unique capacity to draw on the expertise of FIU`s talented academic community. The Center serves as a "portal" for its clients to enable easy access to key FIU departments and research centers. The Center works closely with School of Architecture, Lehman Center for Transportation Research and Department of Public Administration. Lastly, the Center has a history of providing on -going support to its municipal clients above and beyond the negotiated scope of services. Municipal clients know they can call on the Metropolitan Center for follow-up technical assistance and cutting -edge best practice research at no additional cost. Metropolitan Center Experience Senior Project Team Qualifications Dr. Ned Murray, AICP, is the Associate Director of the Florida International University Metropolitan Center. Dr. Murray has over 20 years of professional and academic experience in city planning and economic development, including 12 years as a city department head. He is a national expert on industry clusters. He holds a Ph.D. in Urban and Regional Planning with a concentration in economic development from the University of Massachusetts at Amherst and is a professionally certified planner with the American Institute of Certified Planners (AICP). Dr. Murray is a leading expert in the areas of urban planning and economic development. He has also authored many of the leading housing studies in South Florida in the past ten years for Broward, Miami -Dade, Palm Beach, and Monroe Counties and recently served as Principal Investigator on the Broward County Housing Linkage Fee Nexus Study and Rental Housing Study for Palm Beach and Martin Counties. Dr. Murray developed the "Municipal Scorecard for Affordable Housing Delivery©" model which was used in the Palm Beach and Broward Counties' affordable housing needs assessments. Dr. Murray has also served as PI on a number of recently completed studies including The Dynamics of Affordable Housing in Miami -Dade County; City of Fort Lauderdale Housing and Economic Analysis; Broward County Affordable Housing Linkage Fee Nexus Study; City of Marathon Workforce Housing Needs Assessment and Action Plan and Miami -Dade County Workforce Housing Needs Assessment. Kevin Greiner, MUP, JD is a Florida International University Metropolitan Center Senior Research Fellow. Mr. Greiner is a development planner and urban economist with extensive experience leading a wide variety of comprehensive redevelopment and planning projects in the private and public sectors. His research at the Center focuses on regional economic competitiveness, community development best practices, and innovation policy. Mr. Greiner also maintains a consulting practice serving private, public and non-profit clients. He currently represents the NW 7th Avenue Community Redevelopment Agency (Miami) as its Economic Development Coordinator and is completing numerous strategic development plans for agencies throughout South Florida. Mr. Greiner previously served as the Director of Planning for the City of Buffalo, New York, and Vice President of the Buffalo Economic Development Corporation. Mr. Greiner's work has been received numerous professional awards, has crafted a reputation for creative development solutions balancing community planning issues with immediate economic realities. Mr. Greiner received his Master of Urban Planning (MUP) and Law (JD) degrees from the University at Buffalo, State University of New York. Mr. Greiner has co-authored many of the Center's recent Economic Development Strategic Plans including the City of Dora! Economic Development Strategic Plan, City of Deerfield Beach Citywide Economic Development Strategic Plan and Miami -Dade County West End Plan. Housing studies have included The Dynamics of Affordable Housing in Miami -Dade County; City of Marathon Workforce Housing Needs Assessment and Action Plan and Broward County Affordable Housing Linkage Fee Nexus Study. Dr. Maria Ilcheva is a Research Assistant Professor at the FIU Metropolitan Center. Dr. Ilcheva has been involved with a number of housing and economic projects including the City of Deerfield Beach Citywide Economic Development Strategic Plan, Pompano Beach Transportation Corridor Studies: Transformation Plan and Pompano Beach Transportation Corridor Studies: Existing Conditions and Development Opportunities Report and directed the research on the 2013 City of Miami Annexation Feasibility Study which assessed the feasibility of annexing several areas in the city. Dr. Ilcheva has also conducted the City of Hialeah Economic Outlook project, which entailed a comprehensive analysis of the city's economic base, and the Comprehensive Community Needs Assessment of Miami -Dade County that provided a detailed analysis of the population needs in the county. Centere•tropontan C Work Program A. Background The City of Miami is one of the most culturally diverse cities in the U.S. composed of vibrant neighborhoods including Allapattah, Coconut Grove, Edison, Little Havana, Model City, Overtown and Wynwood. Recognizing the need to maintain and enhance its cultural diversity, the City of Miami Housing Master Plan will help ensure the values that are central to the City and its neighborhoods —diversity, inclusivity, sustainability—are supported by a spectrum of housing choice and opportunity. Without a sufficient supply of housing affordable to lower - wage workers, it will become increasingly difficult for the City to attract and retain a diverse workforce and grow vibrant and sustainable neighborhood economies. As such, the City of Miami Housing Master Plan will provide the analytical and policy framework to advance a bold action agenda to address the City's current and future demand and supply of affordable housing. B. Approach and Methodology The FIU Metropolitan Center has developed a unique approach and methodology for assessing community housing supply and demand issues in the context of the local economy. The Center carefully analyzes key demographic and economic conditions and trends that impact local housing supply and demand. The demographic and economic base analyses provide the data underpinnings for several layers of affordability analysis based on local employment, household incomes, housing values and current and projected housing market conditions in the City and larger market area. The FIU Metropolitan Center will work closely with City officials, local stakeholders groups, including local businesses and community -based organizations in preparing the Housing Master Plan. C. Statement of Work The following "Statement of Work" provides a summary of each section of the Affordable Housing Master Plan. Each section is shown as a "task" detailing how this information and knowledge will be integrated into the larger Master Plan. Section l: Define the purpose and need for the City of Miami Affordable Housing Master Plan The FIU Metropolitan Center will articulate the purpose and need for an affordable housing master plan. In metropolitan areas across the US, the reality is that the well-being of the under -served impacts the well-being of everyone. As such, the development and preservation of an adequate supply of affordable housing is a critical element to advancing this cause by creating safe, healthy, equitable and thriving neighborhoods in the City of Miami. Section Il. Establish CI goal statement The FIU Metropolitan Center will work with the City of Miami in defining and articulating the goals of the Affordable Housing Master Plan. Essentially, the Master Plan will provide the policy framework and strategies for addressing the City's pressing affordable housing needs. As such, the Master Plan should provide the vision, guiding principles, direction and a defined achievable future for the City by establishing specific goals and strategies for affordable housing development, preservation and neighborhood enhancement. F Ill Metropolitan Center S action ill: Review and analyze existing housing characteristics as well as demographic and economic characteristics of households within the City of Miami The FIU Metropolitan Center will complete a "Comprehensive Affordable Housing Supply and Demand Analysis" and an in-depth analysis of existing and trending demographic and economic factors and conditions that are impacting the housing market in the City of Miami and specific neighborhoods and districts. The analysis will include the following data points: 1. Affordable Housing Supply Analysis (City-wide and Neighborhoods) • Current trends and overview of the housing market • Housing inventory by type • Housing vacancies by type • Housing type by tenure • Existing single-family home values • Existing condominium values • Existing rental housing prices by bedroom distribution • Rental housing availability • New housing production activity by type, price points and neighborhood • Building permit activity • Housing conditions • Home foreclosure activity 2. Housing Demand Analysis (City-wide and Neighborhoods) • Population growth trends • Family and household income • Housing demand by household income category • Housing demand by age group, i.e. millennia's, empty -nesters, seniors • Housing demand by occupational group, including home occupations • Housingdemand by housing type, bedrooms preference and neighborhood 3. Economic Analysis (City-wide and Neighborhoods) • Employment by industry and occupation • Employment concentrations • Salaries & wages • Employment projections • Worker migration patterns Fri Metropolitan Center 4. Housing Demand and Supply Impact Assessment (City-wide and Neighborhoods) • Affordability analysis (surplus/gap) by housing type and household income category • Assessment of current and projected housing choice based on type, size and neighborhood Section IV: Provide an evaluation of population and economic trends and forecast housing needs that would affect the City of Miami's housing inventory and policy making Based on the above analysis, the FIU Metropolitan Center will provide an evaluation of population and economic trends impacting the City of Miami and specific neighborhoods and districts, including the impact of recent and projected residential and commercial development activity. The evaluation will also include industry -specific employment trends by occupations and wages to determine housing demand by type, location and price points. Section V: Prepare affordable housing strategies connecting populations and communities through future land use, economic development and transit options The previous economic and housing market assessments will allow the FEU Metropolitan Center to prepare recommended strategies for affordable housing development and preservation targeting Miami's low- and moderate income households. The focus will be on the creation of mixed-income/mixed-use neighborhoods and districts that would attract and retain a mix of demographic age groups in highly walkable, pedestrian - friendly environments with accessible transit options. The FIU Metropolitan Center will also recommend strategies for the City of Miami's older housing supply including analysis of the viability/cost effectiveness of rehabilitating these structures. This includes determining appropriate allocation of housing financing resources such as grant funding from the U.S. Department of Housing and Urban Development, and resources available from the State. The FIU Metropolitan Center will identify potential housing financing resources, including "best practice" case study examples of housing rehabilitation and purchase/rehab programs that could be applied to the City of Miami. Section VI: City of Miami Affordable Housing Master Plan Implementation Program The FIU Metropolitan Center will work with the City of Miami in designing the "Implementation Program" for the Affordable Housing Master Plan, An effective implementation Program is designed to ensure the successful roll -out of the Master Plan's recommended policies, strategies and programs, including the coordination, management, and funding support necessary for immediate and long-term success. Performance metrics will be included to provide the means for measuring the success of the Affordable Housing Master Plan. By setting goals and regularly measuring specific metrics, supporters of the Master Plan can observe trends and quantify the impacts and outcomes of recommended policies and strategies. Further, by regularly checking the progress of Master Plan, supporters can determine whether certain policies and strategies are being implemented in a timely and effective manner or whether further attention or modifications are required.
