Subject: Amend Interlocal Agreement - Cross Bay Express Trolley Route
Purpose of Item:
A Resolution directing the City Manager to take all steps necessary, including, but not
limited to, an amendment to the City of Miami's current Interlocal Agreement with Miami -
Dade County, to add a new Cross Bay Express Trolley Route to the City's Trolley
System that would connect the City of Miami with the City of Miami Beach.
Background of Item:
The City of Miami currently operates a multitude of trolleys in the Allapattah, Biscayne,
Brickell, Coconut Grove, Coral Way, Downtown, Health District, Little Havana,
Overtown, Wynwood, and Little Haiti areas. This route provides new transportation
service for residents, tourists, and commuters alike by providing additional linkage
between the City of Miami and the City of Miami Beach. The route will provide
connectivity with the Miami Beach trolley, existing City of Miami Biscayne and Coral
Way Trolley routes, Miami -Dade County Metromover and Metrobus routes including 3,
93, C (103), M (113), S (119) and 120 Beach Max. The new route will travel from the
Bayside Marketplace, along Biscayne Boulevard, eastbound on the MacArthur
Causeway, southbound on Alton Road, to South Point Drive, Washington Avenue to 5th
Street and westbound on MacArthur Causeway, and back to the Bayside Marketplace.
The route is 9.67 miles in length and will operate seven days a week.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO TAKE ANY AND ALL STEPS NECESSARY, INCLUDING BUT NOT
LIMITED TO, NEGOTIATING AND EXECUTING AN AMENDMENT TO THE
CURRENT INTERLOCAL AGREEMENT ("AGREEMENT") BETWEEN MIAMI-DADE
COUNTY ("COUNTY") AND THE CITY OF MIAMI ("CITY"), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, ADDING THE CROSS BAY EXPRESS TROLLEY ROUTE
("ROUTE") TO THE CITY'S TROLLEY SYSTEM TO PROVIDE SERVICE FROM THE
BAYSIDE MARKETPLACE ALONG BISCAYNE BOULEVARD, EASTBOUND ON THE
MACARTHUR CAUSEWAY, SOUTHBOUND ON ALTON ROAD TO SOUTH POINTE
DRIVE, WASHINGTON AVENUE TO 5TH STREET, AND WESTBOUND ON
MACARTHUR CAUSEWAY FOR AN APPROXIMATE TOTAL OF 9.67 MILES IN
LENGTH AND OPERATING SEVEN (7) DAYS A WEEK, CHARGING A FARE NOT
YET DETERMINED FOR THE ROUTE, WITH PENDING MODIFICATIONS IN THE
HOURS OF OPERATION; FURTHER AUTHORIZING THE CITY MANAGER TO MAKE
ANY AND ALL FUTURE CHANGES TO THE ROUTE AND NEGOTIATE AND
EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING ANY AMENDMENTS
AND MODIFICATIONS TO THE AGREEMENT AS MAY BE DEEMED NECESSARY
FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL.
WHEREAS, there is an Interlocal Agreement ("Agreement") between Miami -Dade
County ("County") and the City of Miami ("City") which allows the City to operate trolleys in the
Allapattah, Biscayne, Brickell, Coconut Grove, Coral Way, Downtown, Health District, Little
Havana, Overtown, Wynwood, and Little Haiti areas; and
WHEREAS, the City desires to amend the Agreement, in a form acceptable to the City
Attorney, to add the Cross Bay Express Trolley Route that would connect major arterials in the
City such as Biscayne Boulevard, the MacArthur Causeway, and Alton Road with the existing
Biscayne and Coral Way Trolley Routes, the Miami Beach trolley system as well as several
Miami -Dade transit routes, traveling from the Bayside Marketplace, eastbound on the MacArthur
Causeway, southbound on Alton Road to South Pointe Drive, Washington Avenue to 5th Street,
and westbound on MacArthur Causeway, Miami, Florida ("Route"); and
WHEREAS, the Route will increase the overall efficiency of travel for all residents,
tourists, and commuters utilizing the trolleys in those communities; and
WHEREAS, the Route will be approximately 9.67 miles in length with limited stops and
will operate seven (7) days a week; and
WHEREAS, the City intends to charge a fare not yet determined for the new Route with
pending modification in the hours of operation; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as fully set forth in this Section.
Section 2. The City Manager is authorized' to take any and all steps necessary,
including but not limited to, negotiating and executing an amendment to the Agreement between
the County and the City, in a form acceptable to the City Attorney, to add the Route to the City's
Trolley System at an approximate total length of 9.67 miles with limited stops and operating
seven (7) days a week, charging a fare not yet determined for the Route, with pending
modifications in the hours of operation.
Section 3. The City Manager is further authorized' to make any and all future changes to
the Route, including service to other areas, and negotiate and execute any and all other
documents, including any amendments and modifications to the Agreement, in a form
acceptable to the City Attorney.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
