The results of the trip generation comparison analysis between the existing and proposed regulations are documented in Table 1. Trip Distribution and Traffic Assignment The trip distribution was based on Miami -Dade County's Cardinal Distribution information for the study area. Table 3 below presents the traffic conditions of the nearby traffic count stations. The Property is Located on the north side of NW 35 Street between NW 14 Avenue and NW 13 Avenue. Miami -Dade County's Office of the Property Appraiser identifies the Property through Miami -Dade Tax Folio Nos. 01-3126- 039-2860, 01-3126-039-2875, and 01-3126-039-2850. The Property is approximately 26,266 square feet (0.60 acres) in size. The Applicant intends to develop the Property along with the properties located at 1396 NW 36 Street, 1370 NW 36 Street and 1362 NW 36 Street and further identified by Folio Nos. 01-3126-039-2870, 01-3126-039-2880 and 01-3126-039- 2890. Property Zoning Project. The applicant proposes to redevelop the Property as a unified development, possibly in multiple phases, and intends to construct affordable housing to serve the area. As the Commission has noted, there is a significant need for affordable housing within the City and this project aims to satisfy that need. The proposed project will promote the redevelopment and revitalization of an area in the City currently characterized by older structures and nonconforming uses that are in need of general improvements. The proposed project will beautify the area and encourage the redevelopment and revitalization of the district. Additionally, the proposed project will enhance the quality of life in the neighborhood, while preserving the residential neighborhood south of NW 35th Street by buffering it from the commercial corridor of NW 36 Street. The Applicant engaged the services of Traf Tech Engineering, Inc. to perform a trip generation report in order to assess the traffic impact the proposed rezoning will have in the area. The report concluded that ample roadway capacity exists near the Property in order to absorb the additional trips that may be generated by the redevelopment of the Property. Under the City's previous zoning code, Ordinance 11000, the Property along with the three T6-8-0 parcels, were all zoned C-2 consistent with the General Commercial land use category. Additionally, based on the guiding principles of Miami 21, the Property should be rezoned to the T6 zoning transect in order to implement the Property's existing land use designation of "General Commercial." Accordingly, the rezoning of the Property to T6- 8-0 is necessary to implement the goals, objectives and policies of the Miami Comprehensive Neighborhood Plan ("MCNP"). Criteria. Section 7.1.2.8(c) of Miami 21 states that a rezoning of land will only be considered where the proposal involves an extension of an existing transect boundary, unless the rezoning involves at least 40,000 square feet of land area or 200 feet of street frontage. The Applicant is requesting an extension of an existing transect boundary for the Property. In accordance with Article 7, Section 7.1.2.8(c)(2)(g), the Applicant is submitting context of the properties within a one-half mile radius of the subject property. See Section 7.1.2.8.c.2.g Analysis attached. Further, Section 7.1.2.8(f) of Miami 21 provides the criteria for amendments to Miami 21. The provision provides as follows "[gar all amendments: (a) The relationship of the proposed amendment to the goals, objectives and policies of the Comprehensive Plan, with appropriate consideration as to whether the proposed change will further the goals, objectives and policies of the Comprehensive Plan; the Miami 21 Code; and other city regulations. (b) The need and justification for the proposed change, including changed or changing conditions that make the passage of the proposed change necessary." The proposed amendment is consistent with the goals, objectives and policies of the MCNP. For instance, the following goals, objectives and policies: Goal LU-1: Maintain a land use pattern that (1) protects and enhances the quality of life in the City's neighborhoods; (2) fosters redevelopment and revitalization of blighted or declining areas; (3) promotes and facilitates economic development and the growth of job opportunities in the city; (4) fosters the growth and development of downtown as a regional center of domestic and international commerce, culture and entertainment; (5) promotes the efficient use of land and minimizes land use conflicts while protecting and preserving residential sections within neighborhoods; (6) protects and conserves the city's significant natural and coastal resources; and (7) protects the integrity and quality of the City's existing neighborhoods by insuring public notice, input and appellant rights regarding changes in existing zoning and land use regulations.
