Congratulations, your organization has been awarded a grant from the Department of
State's Division of Historical Resources. The grant specialist assigned to your project
will contact you during the summer to begin the process towards the execution of a

State Agencies and State Universities. Grant award agreements will not be

Procurement - If your grant will require a contractor's services (e.g. architect,
engineer, general contractor, archaeologist, web designer), depending on the
contract amount for those services, you will be required to document your
selection process. Also, draft contracts must be reviewed and approved by the
Division prior to the solicitation of services and/or execution. You must wait until
the grant award agreement is fully executed to submit draft contracts for our
review; if possible use or refer to AIA contracts for guidance.
• Start Date - Please remember that the grant award period has not begun and that
work undertaken prior to July 1st will not be covered by the award. Also, work
inconsistent with the approved scope of work will, of course, also fall outside the
grant and will not be covered regardless of when it is performed.

Description and Project Specifics
Scope of Work *
This project's SCOPE OF WORK entails the restoration of the historic carousel and historic restroom at Virginia Key Beach
Park. The carousel is damaged from salt water intrusion, and if not restored, may lead to rebar (metal inside the concrete)
exposure and concrete falling off. There is also a need for reconditioning, weather protection, painting of the entire building
housing the carousel, and painting of rusting steel roll down doors. The MAJOR WORK ITEMS are as follows; pressure
cleaning; painting; crack repairs (exterior walls), concrete repair ail exposed rebars and repair exterior concrete; and rust
removal and painting of roll down doors.
The historic restroom has exterior rusted steel posts with extensive metal fatigue and deterioration due to exposure to
natural elements and salt water intrusion. At this lime, the structure needs concrete patching, replacement of rusted exterior
hardware (screws, nuts and bolts), replacement of flashing and wood boards on the roof, replacement of three metal doors
and three frames, rusted weatherhead, meter box and fuse box which also need additional securing and protection from the
elements and painting. The MAJOR WORK ITEM are as follows: pressure cleaning; painting; crack repairs (exterior walls),
concrete repair of all exposed rebars, repair exterior concrete (5 locations); removal and replacement of hardware,
weatherhead, fuse box and signs; removal of rust on ail columns and connections; and replacement of exterior metal doors
and frames. Engineering services will also be a MAJOR WORK ITEM.

Threats to the Property
The historic carousel is vulnerable to continued deterioration stemming from concrete cracked by salt water intrusion. If
action is not taken to repair the cracked concrete, the rebar may be exposed and the concrete is likely to fall off the
structure. This damage to the carousel will compromise it and result in the eventual loss of a valued historic structure. If
action is not taken to address the steel roll down doors' deficiencies, they will deteriorate until they are dysfunctional and
need replacing.
Without action, the historic restroom structure is subject to continued deterioration which could result in the roof becoming
compromised, water intrusion, and the structure becoming permanently damaged. The fuse and meter box will also be in
danger of an electrical shortage.

During the era of segregation, there were areas which by mutual understanding were exclusive to the African American
population. One such place was on Virginia Key, which at that time could only be reached from Miami by boat. This property
became an official "colored onlyrecreation site as a direct response to a bold protest, led by the late Judge Lawson B.
Thomas. Under Thomas' leadership, black men defiantly entered the water with the intention of being arrested at exclusively
white Baker's Haulover Beach in North Dade County. To avoid costly embarrassment. County authorities however, took no
legal action against the protesters. Instead they acquiesced to the protesters' demands for an officially designated swimming
area for African Americans. Although only accessible by boat from a downtown dock on the Miami River, "Virginia Beach, a
Dade County Park for the exclusive use of Negroes," was opened on August 1, 1945.
Virginia Key Beach quickly became a cherished getaway, social gathering place, and even a sacred site for religious
services. This "Colored Only" beach epitomized the spirit of optimism, prosperity and progress within the Black community.
The beach included such amenities as large shaded picnic areas with barbecue pits, cottages, a boat ramp and the famous
Mini -Train and Carousel rides. With its lush windswept palms and inviting beach, Virginia Key lured thousands to this tropical
paradise.
Today, its amenities include 1 mile of shoreline, large shaded historic picnic areas with barbecue pits, a historic bathhouse,
chiki huts, 2 playgrounds, a historic mini -train, and a historic concessions stand. It also has its historic carousel and historic
restrooms which are the subject of this application.

The number of Facebook page visitors is determined by looking at the page's metrics. The actual number of visitors to the park is
documented by front gate records.
Economic Impact and Maintenance Costs
Direct Economic Impact *
Miami -Dade County and the City of Miami will receive direct economic impact from this project. Historic Virginia Key Beach
Park attracts out-of-town visitors and tourism. it is featured on the Greater Miami Convention and Visitors Bureau website,
the official destination marketing organization for Greater Miami and the Beaches, as well as on Trip Advisor.com and other
websites widely used by travelers. The improved condition of Virginia Key's structures will make the site more appealing,
provide a higher quality cultural experience and is likely to increase visitation to this historic location. This would result in
increased revenue for the beach park and its vendors, since visitors must pay an entry fee and pay to use some of the
amenities. Further, the project will create jobs for those who will perform the proposed labor.

Benefit to Minorities and the Disabled *
Miami -Dade County is a diverse, multi -cultural community, and approximately 87% of the population were minorities in 2015.
Given the demographics of the area, a large number of minority residents and visitors will benefit directly from the project.
Also the county is a major destination for minority groups all over the world who actively seek out local attractions when they
visit. When these visitors come, they will experience the rich history of the Historic Virginia Key Beach Park preserved
through its historic structures.
Educational Benefits *
Historic Virginia Key Beach Park is a source of pride for Miami residents and a present day reminder of Miami's rich history
in the U.S. Civil Rights Movement. The historic structures at Virginia Key provide the opportunity to encourage the public to
integrate the past with the present and the future and to emphasize the whole of the human experience in the Miami
community. Restoring these structures will preserve them for many years and provide tangible reminders and public
awareness of Miami's contribution to U.S. history and the civil rights movement. Currently, through established relationships
with Miami Dade County Public Schools and other organizations, staff educates the public and students on the significant
history of the beach park. Introducing visitors to the historic structures in person or via lesson plans and presentations will
further enhance and enliven their education.

Staff will employ a comprehensive marketing approach with the assistance of the City of Miami's Office of Communications.
Elements of the marketing plan include promotion through the City of Miami's and Historic Virginia Key Beach Park's
websites, City of Miami e-blast, public service announcements, social media and pursuance of feature articles in local
newspapers. A concerted effort will be made to publicize events using print, electronic and broadcast media to reach
English, Spanish and Creole speaking audiences as well as the elderly and disabled.
