Background of Item: The Historic Virginia Key Beach Park Trust is seeking City Commission authorization to accept $ 49,751.00 in grant funding from the State of Florida, Department of State, Historical Resource Division Small Grants program. The funding will be used to restore and repair two historic structures on Historic Virginia Key Beach Park. The identified structures are the historic carousel and the historic bathhouse. WHEREAS, the State of Florida ("State"), Department of State, Division of Historical Resources ("Grantor"), established in 1978 in its current form, is a division of the State responsible for preserving and promoting the State's historical, archaeological, and folk culture resources; and WHEREAS, the Historic Virginia Key Beach Park Trust ("Trust"), a limited agency and instrumentality of the City of Miami ("City"), has been awarded a grant in the not to exceed amount of forty-nine thousand, seven hundred fifty-one dollars ($49,751.00) ("Grant Funds") from the Grantor's 2018 Historic Preservation Small Grant Program for the restoration of the historic structures, including but not limited to, the historic "Carousel" and "Bath House" at Virginia Key Beach Park ("Project"); and WHEREAS, the City has programmed funds into its Fiscal Year ("FY") 2018-2019 Operating Budget for the Project; and WHEREAS, Grant Funds are to be appropriated by separate resolution for FY 2018- 2019; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept and appropriate the Grant Funds in the not to exceed amount of forty-nine thousand, seven hundred fifty-one dollars ($49,751.00) for FY 2018-2019, from the Grantor for the Project. Section 3. The Trust Executive Director is authorized1 to negotiate and execute a Grant Agreement with the Grantor and any and all other necessary documents, applications, renewals, extensions, and modifications, in a form acceptable to the City Attorney, for said purpose, and to create the necessary accounting structure to account for the Grant Funds in accordance with generally accepted accounting principles. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor 7/2/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
