HomeMy WebLinkAboutR-18-0283City of Miami Resolution R-18-0283 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 4306 Final Action Date: 7/12/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE A GRANT AWARDED TO THE HISTORIC VIRGINIA KEY BEACH PARK TRUST ("TRUST") IN THE NOT TO EXCEED AMOUNT OF ONE HUNDRED FORTY-NINE THOUSAND, FIVE HUNDRED EIGHTY DOLLARS ($149,580.00) FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES ("IMLS"), MUSEUM GRANTS FOR AFRICAN AMERICAN HISTORY AND CULTURE ("GRANTOR"), WITH A CASH AND IN -KIND TOTAL CITY OF MIAMI ("CITY") MATCH, NOT TO EXCEED ONE HUNDRED SEVENTY-ONE THOUSAND, TWO HUNDRED SEVENTY-FIVE DOLLARS ($171,275.00), TO CREATE A DIGITAL ARCHIVE OF HISTORICAL DOCUMENTS, PHOTOS, AND ORAL HISTORIES, RELATED TO THE CIVIC, SOCIAL, AND ENVIRONMENTAL HISTORY OF VIRGINIA KEY BEACH PARK FOR FISCAL YEAR 2018-2019; AUTHORIZING THE TRUST EXECUTIVE DIRECTOR TO NEGOTIATE AND EXECUTE A GRANT AGREEMENT AND ANY AND ALL OTHER NECESSARY DOCUMENTS, APPLICATIONS, RENEWALS, EXTENSIONS, AND MODIFICATIONS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, AND TO CREATE THE NECESSARY ACCOUNTING STRUCTURE TO ACCOUNT FOR THE GRANT FUNDS IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES. WHEREAS, the Institute of Museum and Library Services ("IMLS") was established in 1996 as an independent agency of the United States federal government to provides support to libraries and museums within the United States with a mission "to inspire libraries and museums to advance innovation, lifelong learning, and cultural and civic engagement ... through research, policy development, and grant making;" and WHEREAS, the Historic Virginia Key Beach Park Trust ("Trust") has been awarded a grant, in the not to exceed amount of one hundred forty-nine thousand, five hundred eighty dollars ($149,580.00) ("Grant Funds") from IMLS, Museum Grants for African American History and Culture ("Grantor"), with a cash and in -kind total City of Miami ("City") match, not to exceed one hundred seventy-one thousand, two hundred seventy-five dollars ($171,275.00) ("City Match") for the purpose of establishing a public digital archive ("Project") in partnership with Florida International University ("FIU"), which will contain historical documents, photographs, and oral histories related to the civic, social, and environmental history of the Historic Virginia Key Beach Park ("Park"); and WHEREAS, the City Match consists of a Cash Contribution, not to exceed twenty-six thousand, eight hundred seventy-five dollars ($26,875.00) and an In -Kind Contribution not to exceed one hundred forty-four thousand, four hundred dollars ($144,400.00); and WHEREAS, the City and FIU will collectively provide the City Match; and City of Miami Page 1 of 2 File ID: 4306 (Revision:) Printed On: 4/1/2025 File ID: 4306 Enactment Number: R-18-0283 WHEREAS, the City has programmed funds in its Fiscal Year ("FY") 2018-2019 Operating Budget for said purpose; and WHEREAS, Grant Funds and the City Match are to be appropriated and allocated by separate resolution for FY 2018-2019; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept and appropriate the Grant funds in the not to exceed amount of one hundred forty-nine thousand, five hundred eighty dollars ($149,580.00) from the Grantor and to allocate and appropriate the City Match in the not to exceed amount of one hundred seventy-one thousand, two hundred seventy-five dollars ($171,275.00), 2 for the Project for Fiscal Year 2018-2019. Section 3. The Trust Executive Director is authorized' to negotiate and execute a Grant Agreement and any and all other necessary documents, applications, renewals, extensions, and modifications, in a form acceptable to the City Attorney, for said purpose and to create the necessary accounting structure to account for the Grant funds in accordance with generally accepted accounting principles. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.3 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 Subject to budgetary approval by separate resolution. 3 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
