website today.
This year we received 32 applications requesting $3,076,510. Of these, we selected 16 projects to receive
funding totaling $1,485,955.1MLS's peer reviewers evaluated all eligible and complete grant applications,
assessing the merit of each proposal and its fit with the goals of the grant program. IMLS staff presented
this information to the IMLS Director, who then made the final funding decisions.

ABSTRACT
The City nfMiami will serve asthe lead applicant submitting this grant onbehalf ofthe Historic Virginia Key
Beach Park Trust ("the Trust")a limited agency and instrumentality of the City of Miami, in charge of the
preservation and management of Historic Virginia Key Beach Park (HVKBP), a city owned historical site, Florida
International University (F|U), K8iarn[s only public research university, will be key partner in this project.
Historic Virginia Key Beach Park is a unique museum consisting ofindoor collections, historical structures, and
eighty-two acres of open air, living museum space on the barrier island of Virginia Key in Miami, Florida. The
outdoor open air space is dominated by natural and exotic tropical vegetation. Natural ecosystems, unique
plant and endangered anima I varieties converge at Historic Virginia Key Beach Park, giving testament to some
of the oldest surviving flora and fauna species in South Florida. Historic Virginia Kay Beach Park holds a
significant place in South Florida's rich history inthe struggle for Civil Rights and equality during the U.S. Civil
Right Movement. The park plays an important role in the history and memory of the black communities in the
City of Miami and Miami Dade County. During the 1940's and 1950's Virginia Key was the first officially
designated "Colored Only" beach in Miami -Dade County. Though o segregated facility, Virginia Key gave the
Miami African American community access tothe waterand recreational opportunities long denied them ino
place famous for its beaches.
Historic Virginia Key Beach ParKs holdings consist ofhistorical records, documents, photos, artifacts and oral
history recordings pertaining to the Beach Park. Unfortunately, the holdings are uncategohzed, not archived,
nor accessible electronically and difficult to access to locate information. The problem is compounded since the
Trust continues to receive donations, Materials are stored improperly in boxes and binders not suitable for long
term preservation. This problem was repeatedly identified by staff when researchers or other parties requested
items and retrieval literally involved digging through boxes to find relevant and important documents. Staffing
and equipment are needed to archive, preserve, conserve and digitally catalog the collection to ensure its
survival and increase accessibility toall.
The project will befor two years, September 1,ZO17toAugust 3O,2O19. |npartnership with HVKBPstaff, FIU
will create a digital catalog that provides the community online accessibilityto the museum's collection. Physical
archival materials will be scanned into a database to be housed at FIU's libraries and will have metadata, key
words, information on each item tomake them searchable bydata base/catalog users. FiU graduate student
assistants will also digitize existing interview recordings, break them into segments and attach mnetada1a. F|U
faculty and librarian will train the graduate students in this work. A copy of all scanned material will also be
stored on backup storage medium at Virginia Key. Marketing and advertising will also be conducted to create
awareness ufthe project. The archived materials will serve to: promote research, promote study, and preserve
information about Historic Virginia Key Beach Park and the role oflocal African Americans 'in the Civil Rights
Movement. The pr ject'sheneDciar\esinc{ude: residents and visitors, researchers, historians, schools, colleges
and universities and community groups.
Intended outcomes for this project are an increase in people accessing the collection,to be measured by
tracking the numberof people who access the collection via the digital catalog and comparing ittothe number
who accessed the collection prior to the creation of the catalog. Outcomes also are an increase in users'
understanding of Historic Virginia Key Beach Parh's heritage and on increase in users' interest in the history of
the beach park which will both be measured using an online survey developed and offered to each user who
has accessed the digital catalog.
Digital Archives for the Historic Virginia Key Beach Park
Professor of History, Dr. Kenneth Kjpartito, will supervise and train the graduate
assistants and provide quality control for their work. During the summer, Dr. Upartito
will dedicate 5% of his time to the project at a base salary of $160,000 in year I which is
$2,708 and $164,800 in year I which is $2,789 for total of$5,497' The amounts are
based on the following formula: Base salary/19.5 pay periods during academic year X 6.6
pay periods during the summer X96summer effort.
COST SHARE: During the 2project years, hewill contribute S%mfhis time ascost share
tothe project asfollows: S%atabase salary of$16O,0ODinyear 1ls$O,}OOand adjusted
by a 3% cost of living adjustment in year 2 is $8,240 for a total of $16,240.
Department Chair and Professor of History, Dr. VictorQribe, will work with the
department staff to complete the administrative portion of the project.
COST SHARE: During the 2project years, hewill contribute 3%ofhis time ascost share

Assistant Director of Digital Collections, Jamie Rogers, will host the digital catalog and

COST SHARE: During the 2project years, she will contribute 3ySofher time ascost share

by a 3% cost of living adjustment in year 2 is $1,777 for a total of $3,502.
AGraduate Student Assistant PhD will beresponsible for completing the digitization and
scanning nfarchival materials into adatabase. For acost of$19,]O0inyear 1and $19,OOO
in year 2, a total of $38,000, the student will commit to the 2 year project.
A Graduate Student Assistant MA will beresponsible for completing the cligitizationand
scanning of archival materials into a database. For a cost of $10,000 in year 1 and $11,000
in year 2, a total of $21,000, the student will commit to the- 2 year project.
COST -SHARE: Tuition payments of$1LSOOinyear Iand $1Z,875inyear 2for atotal of
$25,375 will be donated as cost share.
Fringe Benefits: These rates are proposed atproposal submission and are onestimate
for budgeting purposes only. The project will becharged the actual cost ofthe fringe

benefits. FIU's fringe benefit rate is 32.72% for full time employees (faculty and

New Svnergios Consulting, Inc. (Contractor) will be the lead person responsible for
interfacing with FIU to preserve historic materials and collections and develop the digital

catalog. For $8,320 cash, which is $4160 each year she will commit 104 hours to the
project during the 2 year project period ($8,320 is 104 hours * $40 hourly * 2 years).

PROJECT JUSTIFICATION
What dmyou propose twdo?
Beach, a Dade County Parkfor the exclusive use of was opened mnAugust 1, 1945. Virginia
Key Beach quickly became cherished getaway, social gathering place, and even a sacred site for religious
services. This "Colored Only" beach epitomized the spirit of optimism, prosperity and progress within the Black
community. In August I002, the park was placed on the National Register of Historic Places. This project will
promote the -significance ofHistoric Virginia Key Beach Park(HVK8P) inAfrican American and Miami/South
Ror)dahistory,andm/iUincneasepubUcmccessibi|itytotheBeachParK~sco||ection.Themuseurn'sho|dingswU|
be archived, preserved, conserved and digitally cataloged to ensure their survival and availabilityto researchers
and members ofthe public. In partnership with HVKBP staff, Florida International University's (FIU) faculty and
graduate students will create a digital catalog that provides online accessibility to the museum's collection.
Physical archival materials will be scanned into database to be housed at F|U' s libraries and will have

What need, problem, mrchallenge will your project address, and how was it identified?
The Historic beach park'sholdings consist ofhistorical records, documents photos artifacts and oral history
recordings pertaining toHVK8P' Unfortunately,the holdings are neither categorized, nor archived, and are not
accessible electronically. The lack of archiving makes them difficult to access and locate information. The
problem is compounded since HVK8P continues to receive donations nfhistorically significant materials.

information request for a school text book. F{U, a project partner, is providing oxpmMdue and assistance in

developing the project, identifying materials, equipment, services and staffing needed, assisting in budget
development, providing a significant portion of the cost share, and recruiting members of the project team.
How will your project enhance the capacity of your institution?
This project will enable HVK8P to improve its capacity as o historical and cultural resource and repository of
African American Wstory. HVK8P iscollaborating and developing new relationship with F0that will be
instrumental in its growth and will allow ithn utilize the unk/ecJh/s plethora of resources. F|U has already
committed asignificant cost share tothe project including, graduate student support and staff who are already
providing their expertise in history and museums, knowledge of content and procedures.
The project will result in a manageable, archived collection that is easily accessible online in a digital catalog and
that allows for the quantification of usage via digital tracking. The collection is, for now, in good condition and
includes: 3OOnewspaper articles, 2Smagazines, 3Ohours uforal history intenviewo'5Oaudio/video assets in
VHS cassette, and CD/DVD format, 20 paintings, 5,000 pictures, 20 drawings, 100artifacts, 25 written stories,
ZSpoems, SOposters and 3DOexhibit pieces. Our goal istnarchive these materials and make them readily
available tothe public ine digital catalog.
How will your project address the goals ofthe Museums Grants for African American History and Culture
program (as described above inSection A'1)?
This project addresses the 6rant'sgoal to support projects that improve the care ofcollections byemploying
staff and using equipment toarchive, preserve, conserve and digitally catalog HVKBPsholdings. Virginia Key's
collection is uncategorized, not archived, nor accessible electronically and difficult to access to locate
information, materials are stored improperly in boxes and binders not suitable for long term preservation,
PROJECT WORK PLAN
What specific activities, including evaluation and performancemomasurenneots will you carry out?

New Synergies Consulting, Inc. will be the lead responsible for interfacing with Florida International University
to preserve historic materials and collections and develop the digital catalog. 'The Education and Outreach
Coordinator will be the project coordinator and will be responsible for implementing and coordinating the
project, developing and executing project marketing, outreach and coordination and developing and monitoring
xxurkp|ans. Other members of the project team will plan, implement and manage the project and they are: the
Executive Director, the Finance Coordinator, F|U History Department faculty and graduate student assistants
and FIU Library Digital Collections librarians. As demonstrated in the attached resumes and job descriptions, all
project team members possess the skills and experience needed to complete the work successfully.

What are the risks to the project and are they accounted for in the work plan?
Staffing changes and natural disasters are potential risks in this project and have been accounted for in the work
plan. To mitigate the impact of staffing turnover, HVKBP staff will be cross trained in various project tasks.
Hurricanes and flooding are common occurrences in South Florida and the location of the projectsitemakesit
particularly vulnerable. To address any potential risk of loss, the most important items in the collection will be
sent to offsite storage when a natural disaster threatens the area. Digital assets will also be stored off -site on
F|U's servers'
What financial, personnel, and otherriesources will you need to carry out the activities?
Digital Archives for the Historic Virginia Key Beach Park
This project will require 2years and $320,855 for salaries and wages, fringe benefits, travel, supplies, materials
and equipment, graduate student support, and othercoots as detailed in the project budget and justification.
The personnel support associated with this project includes an Executive Director,a Finance Coordinator, an
Education and Outreach Coordinator, a Consultant from New Synergies Consulting, Inc., an Assistant Professor
of History, a Professor of History, a Department Chair and Professor ofHistory, anAssistant Director of Digital
Collections, and 2 Graduate Student Assistants.
How Will you track your progress toward achieving your intended results?
The Education and Outreach Coordinator will coordinate monthly project meetings todiscuss the status of
project activities, track progress, ensure adherence to the schedule and to identify solutions to any potential
setbacks o,issues.
How and with whom will you share your project's results?
Thep results will be shared with the IMLS, the project team, the museum and historical community,
stakeholders, and community members, the HVK8PTrust board, the City of Miami Commission, political
representatives, The Greater Miami Convention and Visitors Bureau, universities, colleges, and historical
societies. F|U Library, which will host the site through its dPanther Repository (dPantherJiu.edu), is
internationally known for its digital collections and attracts visitors and researchers from around the world.
Having FILI provide hosting will greatly increase the visibility of the HVKBP website. Results will beshared using
various methods, including: newsletters, the HVK8P website, letters, presentations, email, and social media.
The HVKQPTrust board will receive project results at their regular meetings. In addition, the City of Miami is
subject to Florida's Public Records Act and project results may be requested by any members of the public
through apublic records request.
PROJECT RESULTS
Referring to the Performance Goal(s) selected on the Program Information Sheet prepared for your
application, choose one or more Performance Measure Statement(s) appropriate for your- project and
describe how you will collect and report the corresponding data.
The appropriate Performance Goal bDevelop and provide inclusive and accessible learning opportunities. The
applicable Performance Measure Statements are: 1) My understanding has increased as a result of this
program/training and 2) My interest in this subject has increased as a result of this program/training. The
increase in users' understanding and interest in the history ofHVKDP will be measured using an online survey.
All or an appropriate sample of visitors and users of the digital catalog will be actively surveyed onthe vvebsite.
In addition outcome based measurements such as dovvn|mads, registration, page visits, uniqup/mnu|tip|evisits
will be tracked to identify liked content as well auareas for enhancements. The Education and Outreach
Coordinatorwill be responsible for collecting and reporting all survey responses and presenting them in a format
appropriate for IMLS performance reports.

The intended audience's knowledge mfAfrican Amehcan and Miami/South Florida history will increase and
provide them better insight into African American culture. This will increase their cross-cultural awareness and
understanding. The project will provide a unique perspective to the audience by engaging the history of the civil
rights struggle through the story ofthe desegregation ofrecreation inmmajor reuortsiteinAnnehcanh|story.
What tangible products will result from your proje
An archived collection of the museums holdings converted into a digital catalog will result from this project and
will consist of the following: 300 newspaper articles, ZS magazines 30 hours of oral history interviews, 50
audio/video assets in VHS cassette, and CD/DVD format, 20 paintings, 5,000 pictures, 20 drawings, 100 artifacts,

The Education and Outreach Coordinator will be responsible for maintaining and monitoring the archived
collection and the digital catalog. Quarterly maintenance ofthe xxebsitewill becompleted and required digital
updates will be made with the assistance of the education and outreach coordinator. Any additional submittals

Key Project Staff
Guy Forchion, Executive C0rec%nr, will supervise the work of the contractors and staff, market
and publicize the project. Mr. Forchk/nisExecutive Director ofthe Historic Virginia Key Beach
Park Trust.
Nancy Nieves, Finance Coordinator, will be responsible for procurement and all financial
Education and Outreach Coordinator, TB0, will be the project coordinator and will be
responsible for implementing and coordinating the project, developing and executing project
marketing, outreach and coordination and developing and monitoring daily work plans.
Karen Moore, New Synergies Consulting, Inc. will be responsible for implementing and
coordinating the project, developing and monitoring work plans and programmatic reporting.
Dr. Daniel Royles, Assistant Professor of History, will supervise and train the graduate student
assistants and provide quality control for their work,
Dr. Kenneth Lipmrtitm, Professor ofHistory, will supervise and train the graduate assistantaand
providequality control for their work.
Dr. Victor 0ribe,Department Chair and Professor mf History, will work with the department staff
to complete the administrative portion of the project.
Jamie Rogers, Assistant Director of Digital Collections, will be in charge of hosting the digital
catalog and website via the FlU library.
