Background of Item: Due to the elimination of the County's Transit Route 249, the City finds it necessary to modify its Coconut Grove Trolley Route to better serve the area residents who were displaced by the removal of the route. More specifically, the Coconut Grove Route will improve its transit service of the Coconut Grove area by connecting riders to other County transit services at both the Coconut Grove and Douglas Road Metrorail Stations, and by having stops at or near open recreational areas such as Douglas Park, Virrick Park, and Ambrister Park. The route will travel southbound along the SW 37th Avenue corridor from Douglas Park; to Douglas Road Metrorail Station; to Grand Avenue; to Jefferson Street; then back on Grand Avenue to Mary Street; to South Bayshore Drive briefly stopping at Miami City Hall; to Aviation Avenue; to Tigertail Avenue; to Oak Avenue; to McDonald Street; to Bird Avenue; to SW 27th Avenue; and lastly traveling north along SW 27th Avenue to the Coconut Grove Metrorail Station, and back. One (1) trolley vehicle will be transferred from the Coconut Grove Route to the Brickell Route, which will reduce operational costs by approximately $237,392.00. The operating hours will remain the same. WHEREAS, there is an Interlocal Agreement ("Agreement") between Miami -Dade County ("County") and the City of Miami ("City") which allows the City to operate trolleys in the Allapattah, Biscayne, Brickell, Coconut Grove, Coral Way, Downtown, Health District, Little Havana, Overtown, Wynwood, and Little Haiti areas; and WHEREAS, the City desires to amend the Agreement, in a form acceptable to the City Attorney, to modify the existing Coconut Grove Trolley Route ("Route") to accommodate residents displaced by the County's cancellation of Transit Route 249; and WHEREAS, the City specifically wishes to modify the Route by adding services to the Southwest 37th Avenue corridor from Douglas Park and Southwest 28th Street to the Douglas Road Metrorail Station and Grand Avenue, Grand Avenue from Jefferson Street and Esther Mae Armbrister Park to Mary Street and Bayshore Drive, Bayshore Drive to Aviation Avenue, Aviation Avenue to Tigertail Avenue and Oak Avenue, Oak Avenue to McDonald Street, McDonald Street to Bird Avenue, Bird Avenue to Southwest 27th Avenue, Southwest 27th Avenue to the Coconut Grove Metrorail Station, Miami, Florida ("Modification"); and WHEREAS, the Modification will improve mobility in the Coconut Grove area for both residents and tourists alike; and WHEREAS, the Modification will also increase the Route from 10.75 miles to 11.85 miles without any changes to the operating hours, while creating an operating cost reduction of approximately Two Hundred Thirty Seven Thousand Three Hundred Ninety Two Dollars ($237,392.00); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to take any and all steps necessary, including but not limited to, negotiating and executing an amendment to the Agreement between the County and the City, in a form acceptable to the City Attorney, to allow for the Modification and increasing the Route from 10.75 miles to 11.85 miles without any changes to the operating hours and a projected operating cost reduction of approximately Two Hundred Thirty Seven Thousand Three Hundred Ninety Two Dollars ($237,392.00), subject to the availability of funding and budgetary approval. Section 3. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
