Transfer of City of Miami Owned
Property to The Ark of the City
BACKGROUND
On July 8, 2009 the City of Miami ("City") took possession of the property located at 1302
NW 54 Street, Miami, Florida("Property"), as a result of foreclosure action on a Community
Development Block Grant ("CDBG") loan.
The Property was acquired as a result of CDBG activities, and therefore, it can only be
used for CDBG elegible activities, such as job training for low and moderate income
individuals.
On May 24, 2018, pursuant to resolution R-18-0223, the City Commission allocated General
Fund dollars in the amount of $800,000.00 to rehabilitate the Property so that it may used as
a restaurant that will also provide training to citizens who wish to receive culinary industry
training.
The Ark of the City, Inc., a not for profit corporation, is an organization that is dedicated to
providing community services, including job training.
The Ark of the City, has twelve (12) months upon the transfer of the Property to complete
the rehabilitation of the building and commence the job training activity.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed
bidding methods as not being practicable or advantageous to the City as set forth in the City Code
of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these written
findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote
is respectfully requested
