HomeMy WebLinkAboutR-18-0227City of Miami Resolution R-18-0227 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 4220 Final Action Date: 5/24/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR THE OPERATION OF THE CITY OF MIAMI ("CITY") TROLLEY SYSTEM TO INCLUDE THE PROPOSED FLAGAMI TROLLEY ROUTE AND OTHER ROUTES WITHIN THE CITY WHICH MAY BE ELIGIBLE FOR FEDERAL FUNDING SUBJECT TO ALL APPLICABLE FEDERAL PROCUREMENT GUIDELINES AND REGULATIONS; FURTHER AUTHORIZING THE CITY MANAGER TO MODIFY THE EXISTING AGREEMENT WITH THE CURRENT OPERATOR, IF POSSIBLE TO COMPLY WITH THE CONDITIONS AS STATED HEREIN, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. SPONSOR(S): Commissioner Manolo Reyes WHEREAS, public transportation and mass transit remain major priorities for the City of Miami ("City"); and WHEREAS, the City's trolley system has rapidly become a vital component of the City; and WHEREAS, the City's current trolley system operates an expansive and growing network of routes in the Allapattah, Biscayne, Brickell, Coconut Grove, Coral Way, Downtown, Health District, Little Havana, Overtown, Wynwood, and Little Haiti areas; and WHEREAS, these routes are utilized by local residents, tourists, and commuters moving from, into, and through the City; and WHEREAS, the proposed Flagami route contemplated by the City would bring much needed public transportation options to the community which has been historically underserved by municipal transit; and WHEREAS, trolley routes in the Flagami and other areas of the City would greatly enhance these neighborhoods, their multimodal transportation capabilities, and overall community interconnectedness; and WHEREAS, an Request for Proposals ("RFP") is required under the circumstances as the use of federal funds requires specific operational requirements and compliance; and WHEREAS, expansion of the City's municipal trolley operation is in the best interests of the City and as such, the RFP process should be expedited to the extent possible; and WHEREAS, a subcommittee of the Miami -Dade Transportation Planning Organization ("TPO") recently endorsed a series of projects encompassing large and small-scale macro public transportation solutions within the County and the City, and the full board of the TPO shall be considering same in June, 2018; and City of Miami Page 1 of 2 File ID: 4220 (Revision:) Printed On: 3/31/2025 File ID: 4220 Enactment Number: R-18-0227 WHEREAS, pursuant to 2-33(e) of the Code of the City of Miami, the City Commission unanimously deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to issue an RFP for the operation of the City's trolley system to include the proposed Flagami trolley route and other routes within the City, which may be eligible for federal funding. Section 3. The RFP will be subject to all applicable federal procurement guidelines and regulations. Section 4. The City Manager is authorized' to modify the existing Agreement with the current operator, if possible to comply with the conditions as stated herein, in a form acceptable to the City Attorney. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor ey 5/24/2018 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
