The property owner did not do the out -reach to the Association in which the project lies. The contact information is on the HEPB application for each historic district and it is the responsibility of the property owner to take this step. If the project was "as of right" then we wouldn't be having this conversation. All properties in the historic district, whether contributing or non- contributing, are at a disadvantage for being able to maximize the developmental potential of the property due to the constraints outlined in Chap 23 and the design guidelines. If this project can show that it fits within the mass and scale of the neighborhood in which it lies, then we can have a conversation about the design. Both MiMo and Palm Grove have made it clearthat this project does not "fit in" due to the mass, scale and setbacks it provides. The HEPB has continued this project twice, which indicates that they also agree that this project is not appropriate for the location. Just because this project can be built on any T-5 parcel in the city of Miami doesn't mean it is appropriate for a residential historic district. If a design can be shown that is sympathetic to the context in which it sits, then there is reason to have a discussion. I am copying the Committee and Dean on this email so that everyone has the required contact info. MiMo would be significantly impacted by this project and to date the Planning Committee has all been working together to pool our comments and recommendations. Not including the Planning Committee in all discussions could lead to some serious misunderstandings. In the past 15 years, a common term that is critical and reliable in analyzing developments is the issue is Block and Context. The accepted meaning of block and context is how a new development assimilates or differentiate within a certain neighborhood block and abutting streets. Will the new development enhance or diminish the current visuals and historical identity of the block. Chairman Hardemon, the proposed development at 571 NE 71st Street and titled Deerfield Lofts will change the context and block of the Palm Grove neighborhood. The history or past precedents/ determination must be considered in deciding if this project should proceed. Chairman, Please give serious thought to the context and clues argument as you consider support or opposing this project.
