Background:
The Procurement Department (Procurement) has been asked to research the feasibility of acquiring software
for the Planning and Zoning Department (PZD) that integrates the Miami 21 zoning code along with zoning
regulations for, a) single or mixed use properties, b) parking requirements, c) lot conditions and frontages, d)
setbacks, e) abutting, thoroughfare conditions, f) environmental issues, g) transit oriented development, h)
volumetric limits, i) overlays j) districts, variances and waivers.
Research Conducted:
Market Research was conducted by Procurement through internet searches of zoning software. The
research provided the following:
Citizenserve, http:lfwww.citizenserve.com/Maiplanningandzonincl.htm, offers common off the shelf
software (COTS) for online applications, plan review, zoning board hearings and reports. But does not offer
customization or integration with Miami 21.
FastTrackGov, http:llwww.fasttrackgov.comlzoningl, another COTS application that requires users to
change their processes to fit the software with little customization.
BluePrince, part of CityView, http:Ilw vw.blueprince.comlpubliclbpcompany, small COTS provider with few
customers, none as large as Miami.
Comparable Contracts:
No existing contracts were found for these services.
Recommendation:
Procurement hereby recommends that the City enter into a Sole Source Contract/Partnership with Gridics
LLC (Gridics) for one year. While Gridics is a fairly new company, there is little risk to the City and a potential
for great returns. The City's only investment is $25,000 due 6 months after the Professional Services
Agreement (PSA) has been executed. The City of Miami will receive use of the software for the first 6 months
at no charge, unlimited user licenses, two 90 minute training sessions with an embedded product expert to
assist employees, in addition to ongoing email and chat support. Gridics will also provide the City's IT Team
with Gridics API for cross -product integration, general development, and integration of our zoning code text
into relevant areas of Zonar for ease of access and search.
