HomeMy WebLinkAboutPre-LegislationCity of Miami Legislation Resolution: R-16-0087 City Hall 3500 Pan American Drive Miami, FL 33133 www. mia migov.com File Number: 16-00143 Final Action Date: 3/11/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE ALLOCATION OF PROGRAM YEAR 2016-2017 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ("CDBG") IN THE TOTAL AMOUNT OF $2,699,621.00, CONSISTING OF CDBG FUNDS IN THE AMOUNT OF $2,663,046.00 AND PRIOR YEAR PROGRAM INCOME IN THE AMOUNT OF $36,575.00, TO THE ECONOMIC DEVELOPMENT CATEGORY TO THE AGENCIES SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED, FOR ECONOMIC DEVELOPMENT ACTIVITIES IN PROGRAM YEAR 2016-2017; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, pursuant to Resolution No. 16-0035, adopted January 28, 2016, the City Commission approved the Community Development Block Grant ("CDBG") Program Year categories, allocating the projected amount of $2,699,621.20 in economic development category; and WHEREAS, on February 16, 2016, the United States Department of Housing and Urban Development ("HUD") posted the City of Miami's ("City") CDBG allocation which resulted in a reduction of $36,575.00 in the economic development category as approved pursuant to Resolution No 15-0035; and WHEREAS, to ensure that no agency's allocation is reduced, the Department of Community and Economic Development recommends the transfer of additional $36,575.00 from prior year program income to the 2016-2017 economic development category; and WHEREAS, the City Administration recommends the allocation of Program Year 2016-2017 CDBG funds, from HUD entitlement grant funds in the amount of $2,663,046.00 and the amount of $36,575.00 from prior year program income, for the total amount of $2,699,621.00 in the economic development category, to the agencies specified in Attachment "A", attached and incorporated, for economic development activities in the Program Year 2016-2017; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of Program Year 2016-2017 CDBG funds in the total amount of $2,699,621.00, consisting of CDBG grant funds in the amount of $2,663,046.00 and prior year program income in the amount of $36,575.00, to the economic development category to the agencies specified in Attachment "A", attached and incorporated, for economic development activities in Program Year 2016-2017, is authorized. The City Manager is further authorized {1} to execute the necessary documents, in a form acceptable to the city attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. {2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Facilities and Improvement $ 483,118 CITP - Acquisition and/or Rehabilitation of Community Center Public Facilities and Improvement $ 384,156 CITP - SW 32-34 avenue at 22 terrace Street Improvement $ 511,038 Total Economic Development Allocation. $ 2,699,621 City of Miami Legislation Resolution R-17-0300 City Hail 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 2313 Final Action Date: 6/22/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS IN THE AMOUNT OF $250,000.00 FROM THE CITY'S CAPITAL IMPROVEMENTS PROGRAM ("CIP") COMMUNITY CENTER PLAYGROUND PROJECT LOCATED AT 1320-1330 SOUTHWEST 12TH AVENUE, MIAMI, FLORIDA; ALLOCATING SAID FUNDS TO THE CIP, DOMINO PARK PROJECT, SPECIFICALLY THE REHABILITATION OF DOMINO PARK, LOCATED AT 1444 SOUTHWEST 8TH STREET, MIAMI, FLORIDA; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO COMPLETE THE TRANSFER AND ALLOCATION OF FUNDS. WHEREAS, pursuant to Resolution No. 13-0139 adopted on April 11, 2013, Resolution Nos. 14-0056 and 14-0066 adopted on February 27, 2014, and Resolution No. 15-0004 adopted on January 8, 2015, the City Commission approved a total allocation of $1,120,000.00 to the City's Capital Improvement Program ("CIP") for the installation of a new playground at 1320- 1330 Southwest 12th Street, Miami, Florida, which project is about to be completed with a remaining balance of $250,000.00; and WHEREAS, Domino Park project needs additional funding to complete the total rehabilitation of Domino Park; and WHEREAS, the City Administration recommends the transfer of Community Development Block Grant ("CDBG") funds in the amount of $250,000.00 from CIP, Community Center Playground project to the Domino Park project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The transfer of $250,000.00 in CDBG funds from CIP, Community Center Playground Project to Domino Park Improvement activities, located at 1444 Southwest 8th Street, Miami, Florida, is authorized. Section 3. The City Manager is further authorized' to create a new project number for the Program, to amend the City's Capital Plan as necessary to include the new capital project number for the Program, to create the necessary accounting structure to account for said funds in accordance with GAAP, and to comply with the guidelines as set forth by the Grantor. The City Manager is authorized' to execute any and all necessary documents, in a form acceptable to the City Attorney, to complete the transfer and allocation. Section 5.
