CORRIDOR PROPOSAL ("PROPOSAL") IN RESPONSE TO THE MIAMI-DADE
TRANSPORTATION PLANNING ORGANIZATION'S INVITATION FOR SMART PLAN
DEMONSTRATION PROJECT PROPOSALS; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, ANY AND ALL OTHER DOCUMENTS NECESSARY TO SUPPORT

A RESOLUTION OF THE MIAMI CITY COMMISSION RETROACTIVELY APPROVING
AND AUTHORIZING THE CITY ADMINISTRATION TO SUBMIT, AND MODIFY AS
NECESSARY, THE NORTHEAST CORRIDOR PROPOSAL AND THE EAST -WEST
CORRIDOR PROPOSAL ("PROPOSAL") IN RESPONSE TO THE MIAMI-DADE
TRANSPORTATION PLANNING ORGANIZATION'S INVITATION FOR SMART PLAN
DEMONSTRATION PROJECT PROPOSALS; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, ANY AND ALL OTHER DOCUMENTS NECESSARY TO SUPPORT
THE CITY OF MIAMI'S PROPOSAL, SUBJECT TO ALLOCATIONS,
APPROPRIATIONS, AND BUDGETARY APPROVAL; STRONGLY SUPPORTING
AND ENDORSING THE PROPOSAL; DIRECTED THAT FUNDS ARE TO BE
ALLOCATED BY SEPARATE RESOLUTION(S).
WHEREAS, on April 21, 2016, pursuant to Resolution #26-16, the Miami -Dade
Transportation Planning Organization ("TPO") reviewed and unanimously endorsed the
Strategic Miami Area Rapid Transit ("SMART") Plan; and
WHEREAS, the goal of the SMART Plan is to expand transit options in Miami -Dade
County along six (6) critical corridors and (9) bus express rapid transit ("BERT") corridors; and
WHEREAS, on October 12, 2017, the Miami City Commission adopted Resolution No.
R-17-0491 in support of the SMART Plan, which will result in a robust public transportation
network throughout Miami -Dade County ("County"); and
WHEREAS, on April 26, 2018, the TPO adopted Resolution #14-18 endorsing the
identification and implementation of demonstration projects that advance the elements of the
SMART Plan; and
WHEREAS, Resolution #14-18 further directed the TPO Executive Director to coordinate
with transportation partner agencies for the funding and implementation of SMART Plan
demonstration projects; and
WHEREAS, local agencies, including the City of Miami ("City"), were invited to submit
SMART Plan demonstration project proposals that can be developed for Fiscal Year 2019; and
WHEREAS, the deadline for the City to submit SMART Plan demonstration project
proposals to the TPO was noon on May 21, 2018; and
WHEREAS, in order to advance the elements of the SMART Plan, the City, in
conjunction with Florida East Coast Railway, sponsors and proposes constructing a train station
platform in the Northeast Corridor of the SMART Plan ("Northeast Corridor Proposal"); and
WHEREAS, in order to further advance the elements of the SMART Plan, the City
additionally sponsors and proposes implementing a trolley route that connects with the Miami
Intermodal Center ("MIC") on the East-West Corridor of the SMART Plan ("East-West Corridor
Proposal"); and
WHEREAS, each proposal shall require a local minimum pledge, subject to budgetary
approval, of fifty percent (50%) of the estimated project costs from the project sponsor and the
TPO may allocate up to fifty percent (50%) of the net project costs but not more than the
amount contributed by the project sponsor; and
WHEREAS, addressing and resolving traffic and congestion issues is a high priority for
the City; and
WHEREAS, it is in the best interest of the City's residents, businesses, and visitors to
address traffic and congestion issues in a timely and efficient manner, and to expand transit
options within the City; and
WHEREAS, funds for any proposal are to be allocated by separate Resolution(s);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission retroactively approves and authorizes the City
Administration to submit, and modify as necessary, the Northeast Corridor Proposal and the
East-West Corridor Proposal in response to the TPO's invitation for SMART Plan demonstration
project proposals.
Section 3. The City Commission further authorizes the City Manager to negotiate and
execute, in a form acceptable to the City Attorney, any and all other documents necessary to
support the City's Northeast Corridor Proposal and the East-West Corridor Proposal, subject to
allocations, appropriations, and budgetary approval.
Section 4. The City Commission strongly supports and endorses the Northeast Corridor
Proposal and the East-West Corridor Proposal.
Section 5. Funds are to be allocated by separate Resolution(s).
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.
