A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR -FIFTHS
(4/5THS) AFFIRMATIVE VOTE, AFTER A DULY NOTICED PUBLIC HEARING:
(1) WAIVING COMPETITIVE BIDDING PURSUANT TO SECTION 18-86 OF
THE CODE OF THE CITY OF MIAMI, AS AMENDED; (2) AUTHORIZING THE
CITY MANAGER TO ACCEPT A GRANT AWARD IN A TOTAL AMOUNT NOT
TO EXCEED TWENTY THOUSAND DOLLARS ($20,000.00), FROM KABOOM!
PLAY EVERYWHERE CHALLENGE ("GRANTOR") FOR THE "MIAMI 1, 2,
TREES! GO! PROJECT" ("PROJECT"); AND (3) AUTHORIZING A CITY OF
MIAMI ("CITY') CASH AND IN -KIND MATCH TOTAL NOT TO EXCEED ONE
THOUSAND, TWO HUNDRED FIFTY DOLLARS ($1,250.00) ("CITY MATCH")
FOR THE PROGRAM YEAR COMMENCING MARCH 10, 2018, AND ENDING
AUGUST 31, 2018; ESTABLISHING A NEW SPECIAL REVENUE PROJECT
FUND ENTITLED; "MIAMI 1, 2, TREES! GO! PROJECT" AND
APPROPRIATING THE GRANT AND THE CITY MATCH, SUBJECT TO
BUDGETARY APPROVAL AT TIME OF NEED, IN ORDER TO FUND THE
PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, A
GRANT AGREEMENT AND ALL OTHER NECESSARY DOCUMENTS,
AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS IN
ORDER TO IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH
SAID GRANT AWARD FOR THE PROJECT.
WHEREAS, on February 8, 2018, the KaBoom! Play Everywhere Challenge ("Grantor")
awarded the City of Miami ("City") Twenty Thousand Dollars ($20,000.00) ("Grant"), for the
"Miami 1, 2, Trees! Go! Project" ("Project"), with a cash and in -kind total City match not to
exceed One Thousand Two Hundred Fifty Dollars ($1,250.00) ("City Match") for project
management, advertisement and media; and
WHEREAS, the purpose of the Project is to revitalize pedestrian -centric corridors in up
to five (5) neighborhoods throughout the City by wrapping trees along the path in vibrant colors
to function as "Play Zones" that will encourage fun, creative physical activities children and
families can enjoy together or on their own; and
WHEREAS, the funds will be utilized to wrap trees in vibrant fabrics approved by the City
Arborist to transform the average walk into a journey into a colorful obstacle course that brings
together play, exercise, art and an appreciation for the urban forest; and
WHEREAS, the City wishes (1) to accept the Grant from the Grantor for the Project, and
(2) to establish and appropriate the Grant and the City Match from a new Special Revenue
Project Fund in order to fund the Project; and

WHEREAS, in order to accept the Grant and to comply with the Grant's requirements
by providing a portion of the City's Match for advertisement and media as in -kind services, it is
in the best interests of the City to waive competitive bidding pursuant to Section 18-86 of the
Code of the City of Miami, as amended ("City Code"), by a four -fifths (4/5ths) affirmative vote,
after a duly noticed public hearing;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after a duly noticed public hearing:
(1) the competitive bidding requirements of Section 18-86 of the City Code are waived; (2) the
City Manager is authorized1 to accept the Grant from the Grantor for the Project for the program
year commencing March 10, 2018, and ending August 31, 2018, and (3) the City's In -Kind
Contribution is authorized.'
Section 3. The following new Special Revenues Project Fund is established and
resources are appropriated as described herein:
FUND TITLE: "Miami 1, 2, Trees! Go!" Project
RESOURCES: The Play Everywhere Challenge $20,000.00
City Match 1,250.00
APPROPRIATIONS: Miami 1, 2, Trees! Go! Project $20,000.00
City Match 1,250.002
TOTAL: $21,250.00
Section 4. The City Manager is further authorized1 to negotiate and execute, in a form
acceptable to the City Attorney, a grant agreement and all other necessary documents,
amendments, extensions, renewals, and modifications in order to implement the acceptance of
and compliance with said Grant award for the Project.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.3
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 Subject to budgetary approval.
3 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
