Award Contracts to Add Members to General
Appraisal Services Pool

Recommendation
Based on the findings below, the Procurement Department ("Procurement") hereby recommends
approval for the award of contracts to multiple firms for inclusion in the General Appraisal Services Pool
("Pool") for the City of Miami ("City"), pursuant to Request for Qualifications (RFQ) No. 762383. These
awards will increase the number of pre -qualified firms, who will provide general appraisal services, on a
non-exclusive, and as needed basis, in conjunction with the requirements of the Department of Real
Estate and Asset Management ("DREAM").
The pre -qualified pool provides the City with an expedited selection of firm(s) with the requisite
expertise to assist the City in general appraisal services. As the need arises, the City, through a
competitive work order process amongst pooi members, selects a firm from the pool for each
transaction, on the basis of their qualifications for the particular transaction.
The term of the contract is for two (2) years, with three (3) additional one (1) year option to renew
periods.
Background
On November 29, 2017, Procurement issued a solicitation under full and open competition to obtain
proposals from qualified firms to add to the pool of Pre -Qualified General Appraisers. On January 4,
2018, three (3) proposals were received in response to the solicitation; all proposals were deemed
responsive.
The Review Team ("Team") has completed the review and evaluation of the proposals following the
guidelines published in the solicitation, The Team decided not to hold oral presentations, as the
proposals did not require further clarification.
The evaluation criteria was given respective weights for a maximum of one hundred (100) points per
Team member. The average scores of the three (3) Team members were then calculated, The final
scores are listed below in order of ranking:

The Team determined that firms scoring 85 percent (85%) or above (which equates to 255 points), and
have the necessary qualifications, relevant overall experience, ability to provide real estate appraisals,
and who proposed the best approach to providing services to meet the needs of the City, will be offered
participation in the Pool. Two (2) Proposers met this threshold. Negotiations will not be held since this
is a pool, Both Proposers will be offered the pool contract for signature, in accordance with the method
of award specified in the solicitation,
Due diligence was conducted to determine Proposer's responsibility, including verifying corporate
status, and that there are no performance or compliance issues. There were no adverse findings
related to any of the proposer's responsibility. Due diligence will also be conducted during the work
order process,
Vendors Recommended for Inclusion in the Pool
The Team recommended the following proposers be considered for participation in the Pool:

Notwithstanding the foregoing, the City does rt guarantee the number of transactions, if any, issued
