RECOMMENDATION:
Based on the below findings, the Department of Procurement (Procurement) hereby requests
approval to negotiate with the responsive and responsible Proposer, Condo Electric Motor Repair,
Corp. (Condo), in accordance with RFP No. 763388, Section 2.16, Evaluation/Selection Process
and Contract Award.
BACKGROUND:
On September 19, 2017, Procurement, on behalf of the Public Works Department (Public Works),
issued RFP No. 763388 under full and open competition, to obtain proposals from experienced
and qualified firms to provide stormwater pump station maintenance and repair services.
Currently, the City has a Contract for these services that is set to expire on February 18, 2018.
On October 10, 2017, the City's Office of the Clerk (Clerk) received two (2) proposals; please refer
to the attached Clerk's Bid Security List. Subsequently, the proposals were reviewed by
Procurement staff to ascertain compliance with the submission requirements of the Solicitation.
One (1) proposal from TAW Miami Service Center, Inc. was deemed non -responsive to the
minimum requirements of the Solicitation.
The Evaluation Committee (Committee) met on December 19, 2017 to review and evaluate the
proposal following the guidelines and technical and price criteria published in the solicitation. The
Committee scored the proposal based on the evaluation criteria detailed in the solicitation.

The Committee determined that an Oral Presentation was not needed in order to clarify questions
and concerns in relation to Condo's proposal.

NEGOTIATIONS:
The Committee recommends that the City enter into negotiations with Condo. Notwithstanding the
foregoing, the Committee further recommends and requests approval, that in the event the City
and Condo are unable to reach an agreement, negotiations with Condo will be terminated, and the
City may re -solicit for the services.

CONSENSUS STATEMENT:
After some discussion, the Committee accepted a proposed 75% of the maximum possible score
of 500 points as the minimum threshold to consider a respondent to this Solicitation qualified to
provide the required services. The Committee determined that Condo does have the required
qualifications, years of experience, and capability to provide stormwater pump station maintenance
services to meet the needs of the City, as the firm reached a score equal to 77.35% of the
maximum possible score (386.75/500). The Committee also determined that Condo's past
performance demonstrates that the firm has the ability to complete the services required in this
solicitation.
