A RESOLUTION OF THE MIAMI CITY COMMISSION RENAMING THE CITY
OF MIAMI'S POLICE TRAINING FACILITY, CURRENTLY REFERRED TO AS
THE MIAMI POLICE COLLEGE, LOCATED AT 400 NORTHWEST 2ND
AVENUE, MIAMI, FLORIDA, THE "JOHN F. TIMONEY POLICE COLLEGE";
DIRECTING THE CITY MANAGER TO TAKE ALL ADMINISTRATIVE ACTIONS
NECESSARY TO EFFECTUATE THE RENAMING OF SAID FACILITY.
WHEREAS, the City of Miami ("City") desires to recognize and honor the legacy and
invaluable service of former City Police Department ("MPD") Chief of Police John Francis
Timoney ("Chief Timoney") as a public servant to and for the City; and
WHEREAS, throughout his law enforcement career, Chief Timoney presided over the
decrease of crime while serving as the Chief of Police in three (3) different municipalities,
including the City; and
WHEREAS, Chief Timoney was initially employed by the City in January of 2003 to
serve as MPD's Chief of Police, a position he held until his retirement in 2010; and
WHEREAS, during those years, crime in the City was reduced by 32%; and
WHEREAS, Chief Timoney's contributions have been numerous, leaving behind a
department that overcame various challenges to win the trust of its residents for the overall
benefit of the City; and
WHEREAS, during his tenure, Chief Timoney employed innovative strategies that
helped reverse years of rising crime rates in the City and was responsible for implementing
MPD protocols that significantly reduced the number of police shootings and other kinds of
violent encounters between MPD officers and civilians currently still in place; and
WHEREAS, Chief Timoney implemented COMPSTAT whereby crime across the City is
reviewed by MPD in a think tank setting to identify the best holistic crime reduction strategies;
and
WHEREAS, Chief Timoney established accountability not only in the use of force by
MPD officers, but in the chain of command, holding supervisors accountable for everything their
officers did; and
WHEREAS, Chief Timoney was ultimately recognized nationally and internationally as a
leader and expert in law enforcement, democratic policing, and was widely regarded as one of
the most progressive and effective police chiefs in the country; and
WHEREAS, Chief Timoney envisioned and worked diligently to establish a first-rate law
enforcement college in the City housing a police academy, in-service curriculum, and an

international program for police officers from around the world coupled with a high school
component to provide a pathway to law enforcement careers for the next generation of police
officers; and
WHEREAS, in 2007, the City Commission adopted Resolution No. 07-01315 authorizing
the City Manager to execute an interlocal agreement with the Miami -Dade County School Board
pertaining to the design, construction, and funding of a co -located International Police Training
Facility known as the Miami Police College and the Law Enforcement High School on City -
owned property created from the unification of properties located at 400 Northwest 2nd Avenue;
and
WHEREAS, the City is the owner of a structure currently known as the Miami Police
College located adjacent to the Miami Police Department Central Station, which would serve as
a fitting recognition of the dedicated services by Chief Timoney and his legacy to the City by
officially designating said structure in his honor;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Miami City Commission hereby renames the Miami Police College
located at 400 Northwest 2nd Avenue, Miami, Florida to the "John F. Timoney Police College."
Section 3. The City Manager is directed to take all administrative actions necessary to
effectuate the renaming of the said facility.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.1
APPROVED AS TO FORM AND CORRECTNESS:
1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
