Authorizing an Agreement
with MEYGA Learning
Center, Inc.
City Commission Meeting
of September 28, 2017
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving, and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.

The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing a Parks and Recreation Services Agreement with
MEYGA Learning Center, Inc. to provide academic enrichment, behavior modification,
conflict resolution, leadership development, mentoring, physical fitness, recreational
activities, and events at African Square Park.
MEYGA has demonstrated its qualifications and capacity to serve the City through the
following:
1. Providing comprehensive program services that includes the delivery of
evidence -based curriculum, behavior modification, conflict resolution,
leadership development, and additional core programming activities in the
Liberty City area since 2006.
2. Creating a free food distribution program that provides breakfast, lunch, and
dinner to youth and seniors.
For the reasons stated above, as required by Section 18-86(A)(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the execution of
a Park Services agreement with MEYGA Learning Center, Inc. for the 2017- 2022
contract term be awarded to MEYGA, which is qualified and has been providing said
services described above for many years, and (2) finds that competitive negotiation
methods are not practicable or advantageous for the provision of the aforementioned
comprehensive programming services at African Square Park.

signing below. This legislation item will be placed on the agenda for�h September 28,
2017 City Commission meeting.
