Recommendation
Based on the findings below, the Procurement Department (Procurement) hereby recommends
award of Contract No. RFP 727382 to BMG Money, Inc. (BMG) to provide an Employee
Voluntary Loan Program (Program). BMG has been offering this service to City of Miami (City)
employees since 2014 under the current contract (RFP 391314).
Fiscal Impact
There is no fiscal impact to the City, as the repayment of the loans is through salary deductions.
The contract will be for three (3) years, with two (2), additional one (1) year periods. The
Program is voluntary.
Background
On October 26. 2017, the City issued a Request for Proposals (RFP) No, 727283 under full and
open competition, to obtain proposals from qualified, experienced firms interested in providing
an employee voluntary loan program, for the benefit of City employees. On November 20, 2017,
one (1) proposal was received in response to the RFP; the proposal was deemed responsive to
the RFP requirements, and was reviewed and evaluated by an Evaluation Committee
(Committee). following the guidelines and technical criteria published in the RFP. The
Committee recommended that BMG make an oral presentation, as the Committee needed
further clarifications on the proposal. Following evaluations, the Committee recommended BMG
for negotiations. Subsequently, the Negotiations Team met with BMG on January 29, 2018 to
conduct negotiations of a contract. As a result of the negotiations, BMG agreed to waive the
twenty-five dollars ($25.00) application fee to each applicant who applies for a loan under the
Program.
BMG is the incumbent under the current contract RFP 391314, and was the sole respondent to
this RFP. The firm demonstrated in their proposal that they meet the minimum qualifications
and have the technical capabilities to provide the Program, as evidenced by their experience
and proposed approach. Consequently, approval of this recommendation to award is
requested. Your signature below will indicate approval of this recommendation.
