Authorize Agreement - FIU Leadership Development Training
Purpose of Item:
A resolution of the Miami City Commission authorizing the City Manager to execute an
agreement for participation in Florida International University's College of Architecture
and the Arts Communication Department's (FIU-CARTA) Leadership Development
Training for the City of Miami Fire Department.
Background of Item:
The City Manager's Office and FIU-CARTA are reviewing an agreement for the training
of leadership in the City of Miami Fire Department. FIU-CARTA is seeking to continue
their relationship with the City of Miami through the establishment of the Leadership
Development Training, designed to enable participants to develop skills in the area of
leadership development, emotional intelligence and cultural awareness. Pursuant to
Section 18-112 of the Code, it is recommended that the City enter into a consulting
services agreement, for a period of twelve (12) months, with FIU in an amount not to
exceed $100,950.00 for the provision of the Leadership Development Training for the
City of Miami Fire Department.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, WITH FLORIDA
INTERNATIONAL UNIVERSITY'S COLLEGE OF ARCHITECTURE AND THE ARTS
COMMUNICATION DEPARTMENT ("FIU-CARTA") IN AN AMOUNT NOT TO EXCEED
$100,950.00 FORA PERIOD OF TWELVE (12) MONTHS FOR PARTICIPATION IN
FIU-CARTA'S LEADERSHIP DEVELOPMENT TRAINING FOR THE CITY OF MIAMI
DEPARTMENT OF FIRE -RESCUE; FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, Florida International University's College of Architecture and the Arts
Communication Department ("FIU-CARTA") is seeking to continue its relationship with the
City of Miami ("City") through the establishment of the Leadership Development Training
Program for the City's Department of Fire -Rescue ("Fire -Rescue") to enable participants to
develop skills in the area of leadership development, emotional intelligence, and cultural
awareness ("Program"); and
WHEREAS, in accordance with Section 18-112 of the Code of the City of Miami,
Florida, as amended, it is recommended that the City enter into a Professional Services
Agreement ("PSA"), in substantially the attached form, with FIU-CARTA for a period of
twelve (12) months in an amount not to exceed $100,950.00 for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to execute the PSA with FIU-CARTA, in
substantially the attached form, for a period of twelve (12) months in an amount not to
exceed $100,950.00 to provide Leadership Development Training to Fire -Rescue.
Section 3. The City Manager is further authorized' to execute any and all other
necessary documents, in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption
and signature of the Mayor.2
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City.
