WHEREAS, the Code Compliance Department ("Code") computer software known as "Cityview" is outdated, cannot be updated, and does not work efficiently; and WHEREAS, Inspectors are unable to ticket daily violators due to a "glitch" that only allows the posting of tickets when other like cases for the same property are closed; and WHEREAS, Code and other departments needing to cite businesses and/or properties for violations are unable to cite violators whose offices are located outside the City of Miami's ("City") jurisdictional limitations; and WHEREAS, the current computer software only allows a violation to be noticed to a property owner and not to business entity leasing said property; and WHEREAS, it can take Inspectors up to forty (40) minutes to issue a single ticket due to problems with the software and the fact that it cannot be updated; and WHEREAS, upgrading the computer software as soon as possible is in the best interests of residents and businesses of the City to allow for a more effective and successful Code; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby recommends that the City Manager re -allocate funds in the Fiscal Year 17-18 budget to upgrade the computer software system used by the Code in order to increase the efficiency and effectiveness of Code Inspectors for the benefit of the city and its residents. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' 1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. APPROVED AS TO FORM AND CORRECTNESS:
