Subject: Accept Proposal - Wynwood Streetscape and Street Tree Master Plan
Purpose of Item:
A resolution of the Miami City Commission, accepting the proposal received August 8,
2017, from Arquitectonica GEO Corporation (Arquitectonica), the highest ranked
responsive and responsible firm to provide urban design and landscape
architect/engineering services required by Request for Qualifications (RFQ) No. 16-17-
044, for the development of a Wynwood Streetscape and Street Tree Master Plan
(Plan), on a contractual basis, in the amount of $615,140, with negotiated staff billing
rates, allocating funds from CIP B-50566A in the amount of $85,000 and FEC Corridor
Improvement Trust Fund Account No. 32-110145 in the amount of $530,140;
authorizing the City Manager to execute the negotiated Professional Service Agreement
(PSA) in substantially the attached form, and further authorizing the City Manager to
negotiate and execute all other documents, including any work orders, amendments,
extensions, and modifications, including without limitation, increases in capacity and
increases to the contract funding which may be administratively approved by the City
Manager subject to allocations, appropriations and budgetary approval having been
previously made, and in compliance with applicable provisions of the City Code, in a
form acceptable to the City Attorney, and in compliance with applicable regulations, as
may be necessary for said purpose.
Background of Item:
On June 22, 2017, the Procurement Department (Procurement), on behalf of Planning
and Zoning Department, issued RFQ No. 16-17-044, Urban Design and Landscape
Architect/Engineering Services for the Wynwood Streetscape and Street Tree Master
Plan (Plan). As required by the Procurement Code, the RFQ was advertised and issued
online. On August 8, 2017, nine (9) proposals were received in response to the RFQ.
On September 29, 2017, the duly appointed Evaluation Committee convened to
evaluate and rank the proposals, and determined that Arquitectonica is the most
qualified firm to complete the Plan.
The City Manager authorized Procurement and Planning departments to negotiate with
Arquitectonica, the scope, the hourly staff billing rates, and cost proposal for completion
of the Tasks, necessary to complete the Plan. The City reserves the right to apportion
award to the Consultant for Schematic Design, Design Development, Construction
Documents, Permitting, Bidding and Construction, Administration Phases, after the
approval of all stakeholders, and acceptance of the Plan.
The Master Plan scope of work will include site analysis and assessment of resources,
community outreach and public input process, plan schematics, tree specimen palette,
and management plan, cost estimates and maintenance plan, and public presentations.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE PROPOSAL RECEIVED AUGUST 8, 2017 PURSUANT TO
REQUEST FOR QUALIFICATIONS ("RFQ") NO. 16-17-044 FROM ARQUITECTONICA
GEO CORPORATION, A FLORIDA PROFIT CORPORATION ("ARQUITECTONICA"),
THE HIGHEST RANKED RESPONSIVE AND RESPONSIBLE FIRM FOR URBAN
DESIGN AND LANDSCAPE ARCHITECT/ENGINEERING SERVICES FOR THE
CREATION OF A WYNWWOD STREETSCAPE AND STREET TREE MASTER PLAN
("PLAN"); ACCEPTING THE NEGOTIATED HOURLY STAFF RATES AND THE FULL
PRICE PROPOSAL FOR COMPLETION OF THE PLAN IN AN AMOUNT NOT TO
EXCEED $615,140.00 AS A GUARANTEED MAXIMUM PRICE; ALLOCATING FUNDS
FROM CAPITAL IMPROVEMENTS PROGRAM ("CIP") PROJECT NO. B-50566A IN
THE AMOUNT OF $85,000.00 AND FROM THE FLORIDA EAST COAST CORRIDOR
IMPROVEMENT TRUST FUND ACCOUNT NO. 32-110145 IN THE AMOUNT OF
$530,140.00; AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT ("PSA"), IN SUBSTANTIALLY THE ATTACHED FORM;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE THE COST OF AND
EXECUTE ANY AND ALL AMENDMENTS TO THE PSA, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, REQUIRED TO COMPLETE ANY SUBSEQUENT
PROJECT TASKS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING BUT NOT
LIMITED TO WORK ORDERS, AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS TO THE PSA, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, INCLUDING WITHOUT LIMITATION, INCREASES IN CAPACITY AND
INCREASES TO THE CONTRACT FUNDING, WHICH MAY BE ADMINISTRATIVELY
APPROVED BY THE CITY MANAGER SUBJECT TO ALLOCATIONS,
APPROPRIATIONS, AND BUDGETARY APPROVAL, HAVING BEEN PREVIOUSLY
MADE AND IN COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, AND IN COMPLIANCE WITH ALL APPLICABLE
REGULATIONS AS MAY BE NECESSARY FOR SAID PURPOSE.
WHEREAS, the Procurement Department ("Procurement") on behalf of the Planning
Department ("Planning") issued Request for Qualifications ("RFQ") No. 16-17-044 for Urban
Design and Landscape Architect/Engineering Services for the creation of a Wynwood
Streetscape and Street Tree Master Plan ("Plan"); and
WHEREAS, on August 8, 2017, nine (9) proposals were received by the Office of the
City Clerk; and
WHEREAS, the duly appointed Evaluation Committee convened on September 29, 2017
to evaluate and rank the respondent firms and determined that Arquitectonica Geo Corporation, a
Florida Profit Corporation ("Arquitectonica"), is the highest ranked and most qualified firm to
complete the services required by RFQ No. 16-17-044; and
WHEREAS, the City Manager authorized Procurement and Planning to negotiate with
Arquitectonica the hourly staff billing rates and price proposal for completion of the Plan; and
WHEREAS, the City Manager requests authorization to execute the Professional
Service Agreement ("PSA"), in substantially the attached form, with Arquitectonica in the
amount of $615,140.00, which shall serve as the Guaranteed Maximum Price of the
professional fees for the completion of the Plan; and
WHEREAS, the City Manager requests further authorization to negotiate the cost of and
execute any and all amendments to the PSA, in a form acceptable to the City Attorney, required
to complete any and all subsequent project tasks and to execute any and all other documents,
including but not limited to any work orders, amendments, extensions, and modifications to the
PSA, in a form acceptable to the City Attorney, subject to budgetary allocations and compliance
with all applicable laws and regulations; and
WHEREAS, funds for the completion of the Plan are to be allocated in an amount not to
exceed $85,000.00 from Capital Improvement Program ("CIP") Project No B-50566A and in the
amount of $530,140.00 from Florida East Coast ("FEC") Corridor Improvement Trust Fund
Account No. 32-110145 for a total professional fee of $615,140.00; and
WHEREAS, pursuant to Section 62-324 of the Code of the City of Miami, Florida, as
amended ("City Code"), all disbursals of the FEC Corridor Improvement Trust Fund shall be
made by the City Commission after due consideration is given to the written recommendations
of the City Manager and the directors of the Departments of Zoning, Building, Public Works,
CIP, Transportation, and Planning; and
WHEREAS, the Plan's scope of work will include site analysis and assessment of
resources, community outreach and public input process, plan schematics, tree specimen
palette, management plan, cost estimates, maintenance plan, and public presentations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The proposal received August 8, 2017 pursuant to RFQ No. 16-17-044 from
Arquitectonica, the highest ranked responsive and responsible firm, for the creation of the Plan
and the negotiated staff billing rates and price proposal for completion of the Plan in the amount
of $615,140.00 is accepted
Section 3. The City Manager is authorized to execute a PSA with Arquitectonica, in
substantially the attached form.
Section 4. Funds for the completion of the Plan in a total amount of 615,140.00 are to
be allocated from CIP B-50566A in an amount not to exceed $85,000.00 and in the amount of
$530,140.00 from the FEC Corridor Improvement Trust Fund Account No. 32-110145.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
Section 5. The City Manager is authorized to negotiate the cost of and execute any and
all amendments to the PSA, in a form acceptable to the City Attorney, required to complete any
and all subsequent project tasks.
Section 6. The City Manager is further authorized to negotiate and execute any and all
other documents, including but not limited to work orders, amendments, extensions, and
modifications to said PSA, including without limitation, increases in capacity and increases to
the contract funding, which may be administratively approved by the City Manager, subject to
allocations, appropriations, and budgetary approval having been previously made and in
compliance with all applicable provisions of the City Code, in a form acceptable to the City
Attorney, and in compliance with all applicable regulations as may be necessary for said
purpose.
Section 7. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 This Resolution shall become effective as specified herein unless vetoed by the Mayor within ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
