Alfonso, DATE: December 15, 2017 FILE: City Manager FROM: Annie Perez, CPPO z Procurement Director SUBJECT: Recommendation of Award for SW 5th Street Roadway Improvements, D4 — Project No, B-30966 REFERENCES: Invitation to Bid ("ITB") No. 16-17-067 ENCLOSURES: Bid Security List RECOMMENDATION: Based on the findings below, the Department of Procurement ("Procurement") hereby recommends that the referenced Project be awarded to JVA Engineering Contractor Inc. ("JVA"), who has been determined to be the lowest responsive and responsible Bidder, for Invitation to Bid ("ITB") No. 16-17- 067 — SW 5th Street Roadway Improvements, D4 — Project No. B-30966 (the "Project"). BACKGROUND: On November 1, 2017, Procurement issued a solicitation under full and open competition to obtain bids from qualified firms. On November 30, 2017, Procurement received five (5) bids in response to the solicitation (see attached Bid Security List). Pursuant to the solicitation, Bidders were required to have: i) a current certified General Contractor License issued by the State of Florida; cLr ii) a Miami -Dade County Certificate of Competency as a General Engineering Contractor; and a minimum of five (5) years' experience, under its current business name, in the construction of roadway/horizontal Projects involving public right-of-way, construction/installation/repair/replacement of drainage system pipes and maintenance of vehicular traffic, supported by references for five (5) Projects completed within the past five (5) years. In addition, the submitted reference Projects must demonstrate that the Selected Bidder; i) served as the Prime Contractor for the referenced Projects provided; and ii) self -performed at least thirty percent (30%) of the Physical Labor Construction Work for the referenced Projects. The Selected Bidder shall be required to self -perform at least thirty percent (30%) of the Physical Labor Construction Work for the Project. FINDINGS: Procurement has completed the review of the bids following the guidelines published in the solicitation. As reflected on the attached Bid Security List, JVA Engineering Contractor Inc. ("JVA") was the apparent low Bidder. The local preference ordinance is not applicable since the one (1) Bidder whose bid is within fifteen percent (15%) of JVA's bid, does not maintain a "local office," as defined in Section 18-73 of the City of Miami Code. After determining that JVA is a responsive and responsible Bidder, who meets the minimum requirements specified in the solicitation, Procurement and the Office of Capital PR17368 Improvements (°OCI") reviewed and compared JVA's bid to the design consultant's construction cost estimate, and determined that JVA's bid is acceptable. Based on the above findings, Procurement hereby recommends that the Project be awarded to JVA. CONTRACT EXECUTION: Accordingly, Procurement hereby requests authorization to prepare for execution, a contract in the amount of JVA's total bid of $386,794.80, plus a ten percent (10%) owner contingency, for a total contract amount not to exceed $425,474.28.
