RECOMMENDATION:
Based on the findings below, the Procurement Department ("Procurement") hereby recommends
award of a contract for US-1 Landscape Maintenance, to the following responsive and
responsible bidders on a Primary and Secondary basis for IFB 717381: SFM Services, Inc.
(Primary), and Superior Landscaping & Lawn Service, Inc. (Secondary).

Estimated at $277,562 annually ($1,387,810 in the aggregate over
five (5) years)
Initial term of three (3) years, with the option to renew for two (2)
additional one (1) year periods.
SFM Services, Inc. (Primary), and Superior Landscaping & Lawn
Service, Inc. (Secondary).
BACKGROUND:
On November 08, 2017, Procurement issued IFB No.717381, under full and open competition.
As required by the Procurement Code, the IFB was advertised and issued online. Three (3) bids
were received. The bid submitted by Aquatic Landscaping Design Inc. did not meet the minimum
qualification requirements pursuant to the IFB, and was deemed non -responsive (Legal Opine
attached). The two remaining bids were evaluated and tabulated. The lowest bidder, SFM
Services, Inc. is awarded as the Primary vendor, and Superior Landscaping & Lawn Service, Inc.
the second lowest bidder is awarded as the Secondary vendor. In the event the Primary vendor
is unable to accept an assignment due to capacity, time constraints, or other reasons acceptable
to the City, the will offer the oject to the Secondary vendor. Your signature below will
