City of Miami Legislation Resolution Enactment Number: R-18-0082 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 2812 Final Action Date:2/22/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO REVIEW THE REQUEST FROM THE MIAMI CHILDREN'S MUSEUM ("MCM") TO EXPAND MCM'S FOOTPRINT ON WATSON ISLAND TO ENABLE IT TO PROVIDE A NEW ENTRANCE TO GUESTS AND EXPAND MCM'S CURRENT PROGRAM SPACE; FURTHER DIRECTING THE CITY MANAGER TO RETURN TO THE CITY COMMISSION WITH A RECOMMENDATION. WHEREAS, on November 2, 2001, the City of Miami ("City") and the Miami Sports and Exhibition Authority ("MSEA") entered into a Interlocal Agreement which leased to MSEA a portion of Watson Island for the development of the Miami Children's Museum project ("Interlocal Agreement"); and WHEREAS, on November 2, 2001, MSEA and the Miami Children's Museum, Inc., a Florida not -for -profit corporation ("MCM"), entered into a Sublease Agreement for the leasing of a portion of Watson Island for the development of a world class children's museum and other related facilities and improvements ("Sublease"); and WHEREAS, MCM constructed, operates, and maintains the children's museum located on Watson Island at 980 MacArthur Causeway, Miami, Florida ("Property"); and WHEREAS, MCM is requesting an additional 26,599 square feet of land located on the southwest side of the MCM site in order to expand MCM and provide a new entrance to guests; and WHEREAS, MCM indicated that the requested land will allow MCM to expand its current program space for its earliest guests and would include a 26,599 square foot expansion and a new program building; and WHEREAS, MCM indicated that it would convert the newly transferred land to an early childhood experiential center which would include the autism spectrum; and WHEREAS, MCM indicated the newly transferred land will result in the first model center in the United States utilizing proven practices from Beit lssie Shapiro and other premier centers; and WHEREAS, MCM indicated it will convene a panel of experts to bring the most progressive and best programs to the City as a result; and WHEREAS, any such transfer will be subject to applicable provisions of the Charter of the City of Miami, Florida, as amended, and the Code of the City of Miami, Florida, as amended, relating to the transfer of City -owned property; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission directs the City Manager to review the request from the MCM to expand its footprint on Watson Island to enable MCM to provide a new entrance to guests and expand its current program space. Section 3. The City Commission further directs the City Manager to return to the City Commission with a recommendation. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
